‘परीक्षा को चयन का आधार बनाना गलत’

इलाहाबाद। शिक्षक पात्रता परीक्षा को लेकर नया बखेड़ा खड़ा हो गया है। पात्रता परीक्षा को चयन का आधार बनाए जाने के खिलाफ कई अभ्यर्थी कोर्ट पहुंच गए हैं। अभ्यर्थियों का तर्क है कि देश भर में कहीं भी इस पात्रता परीक्षा की मेरिट को शिक्षक चयन का आधार नहीं बनाया गया।

अभ्यर्थियों ने न्यायालय से अपील की है कि प्रदेश में जिस मजबूरी का हवाला देकर इसे चयन का आधार बनाया गया, वह बाधा भी सरकार ने खत्म कर दी है लिहाजा अब इसकी मेरिट पर चयन नहीं किया जाना चाहिए। इस बारे में एनसीटीई के नियमों, शर्तों का भी हवाला दिया गया है। अगर इस मामले में एनसीटीई के अधिनियमों को आधार बनाया गया तो छात्रों का पक्ष सही साबित होने की पूरी संभावना है और ऐसे में पूरी प्रक्रिया बाधित हो सकती है। टीईटी मेरिट को चयन का आधार बनाने के खिलाफ याचिका ने फिर सांसत में डाल दिया है। अभ्यर्थियों ने एनसीटीई के नियमों के हवाले से ऐसे तर्क रखे हैं जो सरकार को परेशानी में डाल सकते हैं।

अभ्यर्थियों का कहना है कि सरकार ने एनसीटीई की चेतावनी दिखाकर बीएड डिग्रीधारकों को प्राथमिक शिक्षक बनाने के लिए एक समय सीमा तय कर दी थी। प्रचारित किया गया कि 31 दिसंबर तक चयन न किया गया तो बीएड डिग्रीधारक हमेशा के लिए चयन प्रक्रिया से बाहर हो जाएंगे लेकिन एक हफ्ते पहले जारी संशोधन से साफ हो गया कि यह तथ्य गलत था। न्यायालय के निर्देश के बाद सरकार ने जो संशोधन किया, उसमें आवेदन नौ जनवरी तक स्वीकार किए जा रहे हैं।

अभ्यर्थियों ने बात के पक्ष में तर्क रखा है कि तिथि नौ जनवरी तक बढ़ने का आशय है कि 31 दिसंबर की बाध्यता कभी अनिवार्य नहीं थी और यदि तिथि बढ़ सकती थी तो टीईटी मेरिट को चयन का आधार बनाने की मजबूरी नहीं थी।

Follwing question arises -

Question is - Where NCTE said - TET merit can not be used for selection.NCTE specify - TET pass as a qualification criteria to make Quality in education system.

Why so many BTC candidates failed. Is exam faulty ? If UPTET exam faulty, then who are responsible?

And if proved exam was faulty/very hard etc. them it may be reconducted for TET failure etc.

BTC selection is based on MERIT, But still they are UNABLE to secured minimum passing marks

Why many Vishist BTC candidates not gave this exam. 

This UPTET exam common to all candidates, then what is Unfair.(As per poll survey on this blog -

Most of the candidates, who appeared in UPTET exam, voted - TET merit used for selection.

If NCTE said to maintain quality - TET pass necessary then what's wrong to use TET merit for selection.

Many goverment services selects candidates on different-different methods.It depends on authority - How to select candidates.

I felt -

However, If something wrong happens  in TET exam with some candidates on proper grounds then it should be properly treated may be adjust in new vacancies etc.But lakhs of students who already wait for there selection should not affected. And goverment should effectively implement RTE act for poor childerens as early as possible.
