In the letter of the Principal Secretary, U.P. Government at Lucknow dated 26th July, 2012 enclosed as Annexure-13 to the present writ petition, it has been mentioned that permission from the Central Government in the matter of relaxation pertaining to appointment of B.Ed. qualified candidates as teachers in Parishidiya Vidyalaya covered by Right of Children to Free and Compulsory Education Act, 2009 to be extended till 31st March, 2015, has been asked.
According to the petitioners, such relaxation in-fact has been granted. However, there is no order on record to support the plea.
Shri C.B. Yadav, learned Additional Advocate General may file an affidavit of the Secretary, Basic Education, U.P. Government at Lucknow indicating as to whether the Central Government in-fact has granted such relaxation or not.
From the affidavit filed today by the Secretary, Board of Basic Education, U.P. Allahabad, it is apparent that process for special training of B.Ed. qualified candidates is also to be undertaken in near future. Let the date on which the advertisement shall be published, be also indicated in the affidavit to be filed by the Secretary.
List this matter on 6th November, 2012 along with connected matters.

It looks that new advt. may be needed permission, And earlier UP Govt. seeks permission on 26th July 2012 for permission of appointment's of B. Ed candidates till extended date 31st March 2015.
And HC need to know that such permission is granted OR not ?

If anybody have better interpretation then he/she maay give it through blog comment.
