नयी दिल्ली : वर्ष 2008 में आये लेहमैन क्रासिस से भारतीय अर्थव्यवस्था को निकालने में सरकारी कर्मचारियों केछठे वेतन आयोग ने अहम भूमिका निभायी थी. अमेरिकी बैंकों के अनुसार बढ़े वेतनमान के कारण भारत में दुपहिया वाहनों और कारों की बिक्री में अप्रत्याशित वृद्धि हुईथी और सीमेंट उद्योग को भी काफी फायदा हुआ था. छठे वेतन आयोग के बाद कर्मचारियों को वेतन में 35 प्रतिशत वृद्धि का फायदा मिला और वेतनआयोग की रिपोर्ट देरी से लागू किये जाने के कारण कर्मचारियों को वर्ष 2008 में30 महीने का एरियर भी मिला था.

रेलीगेयर के मुख्य अर्थशास्त्री जय शंकर ने कहा था कि एरियर भुगतान के कारण मांग में तेजी आयी.अर्थव्यवस्था के साथ इस तरह के संबंधों के कारण सातवें वेतन आयोग पर सबकी नजरें टिकीं हैं. एनडीटीवी प्रॉफिट के अनुसार सातवांवेतन आयोग अभी निर्माण केदौर में है. मीडिया रिपोर्ट्स  केअनुसार इस आयोग की सिफारिशेंअगस्त महीने के अंत या फिर अक्तूबर में सामने आ जायेंगी. सूत्रों से प्राप्त जानकारी के अनुसार सातवें वेतन आयोग की सिफारिशें एक जनवरी 2016 से लागू हो जायेंगी.

इस वेतनमान के बाद 50 लाख केंद्रीय सरकार के कर्मचारियों को फायदा होगा. जिनमें सेना के 15 लाख कर्मचारी शामिल हैं. हालांकि अभी तक इस बात की जानकारी नहीं मिल पायी है कि केंद्रीय कर्मचारियों के वेतन में कितने प्रतिशत की वृद्धि होगी. बैंक ऑफ अमेरिका का अनुमान है कि वेतन में 15 फीसदी की वृद्धि होगी, तो रिलीगेयर का मानना है कि 28-30 प्रतिशत की वृद्धि होगी. क्रेडिट सुइस के अनुसार वेतन में 40 प्रतिशत की वृद्धि संभव है. अर्थशास्त्रियों का मानना है कि सातवें आयोग की रिपोर्ट लागू होने के बाद यह भारत की इकोनॉमी को काफी फायदा होगा.

आइए जानें सातवें वेतन आयोग से किस तरह भारतीय अर्थव्यवस्था को होगा फायदा:-

1. बैंक ऑफ अमेरिका के इंद्रानील सेनगुप्ता ने कहा कि अगर वेतनमान में 15 प्रतिशत की वृद्धि होती है, तो केंद्रीय कर्मचारियों के वेतन का बिल 25 हजार करोड़ हो जायेगा, जो भारत के जीडीपी का दो प्रतिशत होगा. उन्होंने कहा कि इससे मांग बढ़ेगी और भारतीय अर्थव्यवस्था में मजबूती आयेगी.

2. क्रेडिट सुइस के नीलकांत मिश्रा के अनुसार भारतीय मध्यमवर्गकी एक तिहाईआबादी सरकारी सेवा में है. सातवें वेतनआयोग के बाद उनके विवेकाधीन खर्च में वृद्धि होगी. टीयर-3 और टीयर 4 के शहरों में जहां की 50-60 प्रतिशत आबादी मिडिल क्लास की है, वहां रियल स्टेट का कारोबार तेजी से बढ़ेगा.

3. बैंक ऑफ अमेरिका के मैरिल यह उम्मीद करते हैं कि सातवें वेतनआयोग की सिफारिशों के बाद कार और घर की डिमांड काफी बढ़ जायेगी और इनपर ऋण सुविधा आसानी से उपलब्ध होगी.

4. रिलिगेयर के अनुसार  सातवें वेतनआयोग के बाद भारतीय अर्थव्यवस्था को मजबूती मिलेगी. रोजगार के अवसर बढ़ेंगे और नीतियों का पुनर्निधारण संभव होगा. यह कहा जा सकता है कि सातवें वेतन आयोग के बाद भारतीय अर्थव्यवस्था कई गुणा आगेबढ़जायेगी

Minimum Five Promotions Demanded after : 8,15,21,26 and 30

1. Pay scales are calculated on the basis of pay drawn pay in pay band + GP + 100% DA by employee as on 01-01-2014.

2. 7th CPC report should be implemented w.e.f. 01-01-2014.

3. Scrap New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.

4. JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.

5. Ratio of minimum and maximum wage should be 1:8.

6. General formula for determination of pay scale based on minimum living wage demanded for MTS is pay in PB+GP x 3.7

7. Annual rate of increment @ 5% of the pay.

8. Fixation of pay on promotion = 2 increments and difference of pay between present and promotional posts (minimum Rs.3000).

9. The pay structure demanded is as under:-

10. Dearness Allowances on the basis of 12 monthly average of CPI, Payment on 1st Jan and 1st July every year.

11. Overtime Allowances on the basis of total Pay+DA+Full TA.

12 Liabilities of all Government dues of persons died in harness be waived.

13. Transfer Policy – Group `C and `D Staff should not be transferred. DoPT should issue clear cut guideline as per 5th CPC recommendation. Govt. should from a Transfer Policy in each department for transferring on mutual basis on promotion. Any order issued in violation of policy framed be cancelled by head of department on representation.

14. Transport Allowance –

13. Deputation Allowance double the rates and should be paid 10% of the pay at same station and 20% of the pay at outside station.

14. Classification of the post should be executive and non-executive instead of present Group A, B, C.

15. Special Pay which was replaced with SPL/Allowance by 4th CPC be bring back to curtail pay scales.

16. Scrap downsizing, outsourcing and contracting of govt. jobs.

17. Regularize all casual labour and count their entire service after first two year, as a regular service for pension and all other benefits. They should not be thrown out by engaging contractors workers.

18. The present MACPs Scheme be replaced by giving five promotion after completion of 8,15,21,26 and 30 year of service with benefits of stepping up of pay with junior.

19. PLB being bilateral agreement, it should be out of 7th CPC perview.

20. Housing facility:-

(a) To achieve 70% houses in Delhi and 40% in all other towns to take lease accommodation and allot to the govt. employees.

(b) Land and building acquired by it department may be used for constructing houses for govt. employees.

21. House Building Allowance :-

(a) Simplify the procedure of HBA
(b) Entitle to purchase second and used houses

22. Common Category – Equal Pay for similar nature of work be provided.

23. CP appointment – remove ceiling of 5% and give appointment within Three months.

24. Traveling Allowance:-
‘A1’ and ‘A’ Class Cities Other Cities

A. Executives Rs.5000+DA per day Rs.3500+DA per day
B. Non-Executives Rs.4000+DA per day Rs.2500+DA per day

25. Composite Transfer Grant :-

Executive Class 6000 kg by Goods Train/ Rate per km by road 8 Wheeler Wagon Rs.50+DA(Rs.1 per kg and single container per km)

26. Children Education Allowance should be allowed up to Graduate, Post Graduate, and all Professional Courses. Allow any two children for Children Education Allowance.

27. Fixation of pay on promotion – two increments in feeder grade with minimum

33. Training:- Sufficient budget for in-service training.

34. Leave Entitlement

(i) Increase Casual Leave 08 to 12 days & 10 days to 15 days.
(ii) Declare May Day as National Holiday

(iii) In case of Hospital Leave, remove the ceiling of maximum 24 months leave and 120 days full payment and remaining half payment.

(iv) Allow accumulation of 400 days Earned Leave

(v) Allow encashment of 50% leave while in service at the credit after 20 years Qualifying Service.

(vi) National Holiday Allowance (NHA) – Minimum one day salary and eligibility criteria to be removed for all Non Executive Staff.

(vii) Permit encashment of Half Pay Leave.

(viii) Increase Maternity Leave to 240 days to female employees & increase 30 days Paternity Leave to male employees.

35. LTC – Leave Travel Concession

(a) Permission to travel by air within and outside the NE Region.
(b) To increase the periodicity once in a two year.
(c) One visit outside country in a lifetime

36. Income Tax:
(i) Allow 30% standard deduction to salaried employees.
(ii) Exempt all allowances.
(iii) Raise the ceiling limit as under:
(a) General – 2 Lakh to 5 Lakh
(b) Sr. Citizen – 2.5 Lakh to 7 Lakh
(c) Sr. Citizen above 80 years of age – 5 Lakh to 10 Lakh
(iv) No Income Tax on pension and family pension and Dearness Relief.

35. (a) Effective grievance handling machinery for all non-executive staff.
(b) Spot settlement
(c) Maintain schedule of three meetings in a year
(d) Department Council be revived at all levels
(e) Arbitration Award be implemented within six month, if not be discussed with Staff Side before rejection for finding out some modified form of agreement.

36. Appoint Arbitrator for shorting all pending anomalies of the 6th CPC.

37. Date of Increment – 1st January and 1st July every year. In case of employees retiring on 31st December and 30th June, they should be given one increment on last day of service, i.e. 31st December and 30th June, and their retirements benefits should be calculated by adding the same.

38. General Insurance: Active Insurance Scheme covering risk upto Rs. 7,50,000/- to Non Executive & Rs. 3,50,000/- to Skilled staff by monthly contribution of Rs. 750/- & Rs. 350/- respectively.

39. Point to point fixation of pay.

40. Extra benefits to Women employees (i) 30% reservation for women.
(ii) Posting of husband and wife at same station.
(iii) One month special rest for chronic disease
(iv) Conversion of Child Care Leave into Family Care Leave
(v) Flexi time
41. Gratuity:
Existing ceiling of 16 ½ months be removed and Gratuity be paid @ half month salary for every year of qualifying service.
Remove ceiling limit of Rs.10 Lakh for Gratuity.

42. Pension:
(i) Pension @ 67% of Last Pay Drawn (LPD) instead of 50% presently.
(ii) Pension after 10 years of qualifying service in case of resignation.
(iii) Increase pension age-based as under:
65 years – 70% of LPD
70 years – 75% of LPD
75 years – 80% of LPD
80 years – 85% of LPD
85 years – 90% of LPD
90 years – 100% of LPD
(iv) Parity of pension to retirees before 1.1.2006.
(v) Enhanced family pension should be same in case of death in harness and normal death.
(vi) After 10 years, family pension should be 50% of LPD.
(vii) Family pension to son upto the age of 28 years looking to the recruitment age.
(viii) Fixed Medical Allowance (FMA) @ Rs.2500/- per month.
(ix) Extend medical facilities to parents also.
(x) HRA to pensioners.
(xi) Improvement in ex-gratia pension to CPF/SRPF retirees up to 1/3rd of full pension.

Career progression: Grant five promotions in the service career.

For the efficient functioning of an institution, the primary pre-requisite is to have a contended workforce. It is not only the emoluments, perks and privileges that motivate an employee to give his best. They are no doubt important. But what is more important is to provide them a systematic career progression.

The present system of career progression available in the All India Services and the organised group A Civil services attracts large number of young, talented and educated persons to compete in the All India Civil Service Examination. No different was the career progression scheme available in the subordinate services in the past.


Persons who were recruited to subordinate services were able to climb to Managerial positions over a period of time. The situation underwent vast changes in the last two decades. In most of the Departments, stagnation has come to stay. It takes decades to be promoted to the next higher grade in the hierarchy. It was the recognition of the lack of promotional avenue in the subordinate services that made the 5th CPC to recommend a time bound two career progression scheme. The three time bound scheme of MACP instead of improving the situation has been found less beneficial and has therefore not gone to address the inherent problem of de-motivation that has crept in due to the high level of stagnation.

In most of the Departments, the exercise of cadre review which was considered important was not carried out. Any attempt in this regard was restricted to Group A services. The discontent amongst the employees in the matter is of high magnitude today. The VII CPC therefore, should recommend that the cadre reviews are undertaken wherever not done sofar to ensure five hierarchical promotions to all employees in their career on the pattern obtaining for Group A Officers.


ग्रेड-पे के झंझटों को दूर करते हुए केवल 13 वेतनमानों की कर रहा सिफारिश
नई दिल्ली : सातवें वेतन आयोग की सिफारिशों का इंतजार कर रहे लाखों सरकारी कर्मचारियों का इंतजार सात अगस्त को समाप्त हो सकता है। आयोग अपनी रिपोर्ट सरकार को पेश कर देगा। आयोग रिपोर्ट में तमाम ग्रेड-पे के झंझटों को दूर करते हुए केवल 13 वेतनमानों की सिफारिश कर रहा है।

उच्च पदस्थ सूत्रों के अनुसार करीब 70 लाख कर्मचारियों के वेतन में बढ़ोतरी करने की सिफारिश करने वाला सातवां वेतन आयोग अपनी रिपोर्ट सात अगस्त तक पेश कर देगा। इस रिपोर्ट में बहुत बढ़ोतरी की उम्मीद नहीं है, फिर भी कुछ बढ़ोतरी तो होनी ही है। कम से कम डीए को मूल वेतन में समाहित करना है, इस वक्त डीए करीब 104 प्रतिशत है।
सूत्रों का कहना है कि वेतन आयोग वेतनमानों की पुरानी पण्राली शुरू करने की सिफारिश करने जा रहा है। छठे वेतन आयोग ने वेतनमान को स्थिर रखकर ग्रेड-पे पण्राली शुरू करायी थी। इससे कर्मचारियों की तनख्वाह में काफी भेदभाव हो गया। गजेटेड और नॉन गजेटेड के बीच भारी खाई पैदा हो गयी। इस बार आयोग पुरानी पण्राली को लागू करेगा। वेतन आयोग की सिफारिश व्यय विभाग को भेजी जाएगी। व्यय विभाग अक्टूबर तक इस पर अपना काम पूरा कर देगा और अक्टूबर में ही रिपोर्ट को कैबिनेट की मंजूरी मिलने की उम्मीद है। इस रिपोर्ट को पहली जनवरी 2016 से लागू किया जाना है।

7th Pay Commission Recommendations to Push Government's Salary Bill to Over  1 lakh Crore: Finance Ministry

The Central government's salary bill will rise by 9.56% to Rs 1,00,619 crore with the implementation of the recommendations of the 7th Pay Commission, according to a statement tabled in Parliament by union finance minister Arun Jaitley on Wednesday.

The rise will be 15.79% to reach Rs 1.16 lakh crore in the next financial year, according to the Medium-Term Expenditure Framework Statement tabled by him.

"The award of VII Central Pay Commission (CPC) and its impact on government finances poses a risk," The Economic Times reported, citing the statement.

The 7th Pay Commission is likely to hike salaries of government employees by nearly 40%, according to an analyst at global brokerage firm Credit Suisse.

The statement also cautioned over the mounting pension bill. It estimates the pension bill to climb higher to Rs 88,521 crore in the current fiscal and reach Rs 1.02 lakh crore in 2016-17.

"Like in salaries, higher than normative growth has been provided for the projection of outlay on pensions during 2016-17. For the second year of the projection (2017-18), a normative growth has been assumed," the statemen said.

The 7th Pay Commission is scheduled to submit its recommendations by October and is likely to be implemented by the Modi government by the end of the year.

Seventh Pay Commission likely to abolish gazetted holidays

New Delhi: The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices.

Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, “A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture.”

The sources argued that the government offices worked only for 196 days in India in a year. Besides, whenever there was election, the government servants were pressed into election work. This affected the routine government business, sources contended.

Earlier, the sixth central pay commission recommended that central government offices should remain closed only on three national holidays (Republic Day, Independence Day and Mahatma Gandhi Jayanti) and all other gazetted holidays should be abolished and the number of restricted holidays (optional) depending on one’s religious persuasion should be increased from two to eight days.

The Seventh Central Pay Commission is also likely to make suggestion for flexible work hours for women and employees with disabilities.

Flexible working gives them greater choice over when and where they work, allowing them to better manage their work-life balance

“As flexi working hours will allow women central government employees to strike a balance between her professional and family responsibility, maintain healthy lifestyles and contribute to parenting well, it is recommended for the same and urge upon the government to work out the modalities in this direction,” the pay panel source said.

“Flexible working can also provide central government employees with disabilities with a ‘bridge’ into retirement. Many of surveys show that often the complete loss of professional work account of disability can leave employees with disabilities feeling depressed and unmotivated, even to the point of affecting mental health. Flexible working time can help employees with disabilities delay retirement without giving up too much of their hard-earned freedom.” said an official.

अफसरों को डरा रहे हैं सातवें वेतन आयोग के ये प्रावधान

केंद्रीय सेवाओं, अखिल भारतीय सेवा के अफसरों के लिए मुश्किल
सातवें वेतन आयोग की सिफारिशें केंद्रीय सेवाओं व अखिल भारतीय सेवा के अफसरों के लिए भारी पड़ सकती है। कैसे जानने के लिए पढ़ें..

आयोग की सिफारिशों में जो एक प्रावधान जोड़ा है, उससे अखिल भारतीय सेवाओं के अफसर बड़े पैमाने पर प्रभावित होंगे। सिफारिश लागू होते ही इन अफसरों के रिटायरमेंट 58 साल की उम्र में हो जाएगा या फिर सेवा काल अधिकतम 33 वर्ष होगा। आयोग की सिफारिश जनवरी 2016 से लागू किया जाना प्रस्तावित है

राज्य में तीन अखिल भारतीय सेवाएं कार्यरत रहती हैं। इनमें पहले भारतीय प्रशासनिक सेवा (आईएएस), भारतीय पुलिस सेवा (आईपीएस) व भारतीय वन सेवा (आईएफएस) शामिल हैं। सूत्रों की माने तो सातवें वेतन आयोग ने अपनी सिफारिशों में एक प्रावधान केतहत अखिल भारतीय सेवाओं के अफसरों को गहरा झटका दिया है।

प्रावधान यह है कि राज्य या केंद्र में तैनात आईएएस, आईपीएस व आईएएफएस की रिटायरमेंट की उम्र सीमा 60 वर्ष के बजाय 58 वर्ष होगी। यदि इससे पहले किसी अफसर की 33 साल की सर्विस पूरी हो जाती है तो वह 58 वर्ष से पहले ही रिटायर हो जाएगा।
