TET : प्राथमिक शिक्षकों की भर्तियों मैं अब बी एड धारी पात्र , लेकिन प्राथमिक लेवल टेट परीक्षा पास करनी होगी

हिंदुस्तान भर के किसी भी स्कूल में बी एड अब प्राथमिक शिक्षकों के लिए भी योग्यता निर्धारित हो गयी है ,
इससे बी एड के सामने देश लाखों भर के लाखों शिक्षकों की भर्तियों में मौका मिल गया है , अकेले यु पी में 1 लाख प्राथमिक शिक्षकों की भर्ती होने जा रही है ,

केंद्रीय व सरकारी सहायता प्राप्त स्कूलों में भी मौका मिल गया है

29 जुलाई 2011 के नोटिफिकेशन में सशोधन हो चुका है और प्राथमिक शिक्षक बनने के लिए टेट लेवल -1 परीक्षा के लिए अब B Ed धारी भी पात्र हैं |

F. No. NCTE-Regl 012/16/2018.—In exercise of the powers conferred by sub-section (1) of Section 23 of Right of Children to Free and Compulsory Education Act. 2009 (35 of 2009) and in pursuance of notification number S.O. 750(E), dated the 31st March, 2010 issued by the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, the National Council for Teacher Education (NCTE) hereby makes the following further amendments to the notification number F.N. 61-03/20/2010/NCTE/(N&S), dated the 23rd August, 2010, published in the Gazette of India, Extraordinary, Part III, Section 4, dated the 25th August, 2010, hereinafter referred to as the said notification namely:— (1) In the said notification, in para 1 in sub-para (i), in clause (a) after the words and brackets “Graduation and two year Diploma in Elementary Education (by whatever name known), the following shall be inserted, namely:- OR “Graduation with at least 50 % marks and Bachelor of Education (B.Ed.)” 2. In the said notification in para 3, for sub-para(a), the following sub-para shall be substituted namely:- “(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two years of such appointment as primary teacher”. केंद्र सरकार की तरफ से प्रतिनिधि मौजूद नहीं थे, अब अगली तारीख 20 अगस्त को होगी

Heard Sri H.N. Singh, learned Sr. Advocate, assisted by Sri Agnihotri Kumar Tripathi, learned counsel for the petitioners, Sri� Dhananjay Awasthi, learned counsel for the respondent no.2 and Sri H.N. Pandey, learned counsel for the respondent nos. 3 and 4.
None appears on behalf of respondent no.1 Union of India.
An impleadment application has been filed today which is taken on record. After hearing learned counsel for the parties and learned counsels for the respondent nos. 2, 3 and 4, the impleadment application is allowed.
The proposed respondents may be impleaded as respondent nos. 5, 6 and 7.
Necessary correction in the array of parties be carried during the course of the day.
On 7.8.2018, this court passed the following order:
Sri Agnihotri Kumar Tripathi, learned counsel for the petitioners states that Relief No.1 is not being pressed. He states that petitioners are pressing only reliefs No.2 and 3, which are, as under:
"(ii) Issue a writ, order or direction in the nature of MANDAMUS directing the respondents to include the B.ed. course in eligibility criteria for Central Teacher Eligibility Test 2018.
(ii) Issue a writ, order or direction in the nature of MANDAMUS directing the respondents to permit the petitioners to fill up online application of the Central Teacher Eligibility Test 2018."
Submission of learned counsel for the petitioners is that National Council for Teachers Education has issued a Notification being F. No. NCTE-Regl 012/16/2018, dated 28.06.2018 in exercise of powers conferred under Section 23(1) of The Right of Children to Free and Compulsory Education Act, 2009 whereby the earlier notifications were amended, as under:

NOTIFICATION�
New Delhi, the 28th June, 2018�
F. Learned counsel for the petitioners submits that the petitioners possessed B.Ed. Degree but the information bulletin issued by the respondent No.4 for conducting Teachers Eligibility Test, does not include B.Ed. as qualification in Para 6.1, therefore, non inclustion of the B.Ed. Degree in Para 6.1 under the heading 'ELIGIBILITY', is in conflict with the aforenoted notification dated 28.06.2018.
None appears on behalf of the respondent No.2.
Sri Rajesh Tripathi, learned Central Government Standing Counsel and Sri H.N. Pandey, learned counsel for the respondent Nos.3 and 4 pray for and are granted a week's time to obtain instructions or to file a short counter affidavit. The respondent No.2 is also directed to file a short counter affidavit within the same period.
Put up as a fresh case on 14.08.2018.
According to the petitioners, initially the respondent no.3 issued "CTET 2018 Information Bulletin" wherein vide paragraph 6.1 it prescribed the minimum qualification which includes "Graduation with at least 50% marks and Bachelor of Education (B.Ed.)".� But after two hours, this information Bulletin was withdrawn and a new information Bulletin was issued wherein the aforesaid qualification of "Graduation with at least 50% marks and Bachelor of Education (B.Ed.)" was deleted which prima facie appears to be in conflict with the notification dated 28.6.2018 issued by the NCTE.
Sri Ashok Khare, learned Sr. Advocate, assisted by Sri Siddharth Khare, learned counsel for the respondent nos. 5,6 and 7 submits that the notification itself is in conflict with the provisions of Teachers Education Act, 1993 and the regulations framed thereunder inasmuch as Bachelor of Education (B.Ed.) is recognised qualification for secondary and Senior Secondary School (Class 6 to 10), therefore, by the notification dated 28.6.2018, the qualification of B.Ed. has been applied to Primary Education (for classes 1 to 5). Thus, qualification of B.Ed. prescribed for higher standard can not be prescribed to be a qualification for lower standard classes.
Despite the time granted neither the counsel for the respondent no.2 nor the counsel for the respondent nos. 3 and 4 could clarify the aforesaid inconsistency. None appears for the Union of India to assist the Court in this matter. Short counter affidavit as directed by order dated 7.8.2018 has also not been filed.
Under the Circumstances, the Court considered to call upon the respondent nos. 2 and 3 to remain personally present before this Court to explain the situation but on the request of the learned counsels for the respondent nos. 2,3 and 4 one more opportunity is afforded to all the respondents to clarify the situation by filing their short counter affidavits. If short counter affidavits are not filed before the next date fixed, then the court may consider to direct the respondent nos. 2 and 3 to remain personally present before this Court.
In the short counter affidavit all the respondents shall also reply to the contentions raised by respondent nos. 5,6 and 7 as aforenoted.

उस 29 जुलाई 2011 के नोटिफिकेशन में सशोधन हो चुका है और प्राथमिक शिक्षक बनने के लिए टेट लेवल -1 परीक्षा के लिए अब B Ed धारी भी पात्र हैं |

CTET 2018: सीटीईटी के आवेदन शुरू, बीएड डिग्रीधारियों को प्राथमिक में मौका नहीं, तीन बार बदला नोटिफिकेशन

दो साल बाद होने जा रही केंद्रीय माध्यमिक शिक्षा बोर्ड की केंद्रीय शिक्षक पात्रता परीक्षा (सीटीईटी) के प्राथमिक स्तर से बीएड डिग्रीधारियों को बाहर कर दिया गया है। सीबीएसई ने बुधवार को बड़े ही नाटकीय घटनाक्रम में सीटीईटी की अधिसूचना को तीन बार बदला और आखिरकार बीएड डिग्रीधारियों को बाहर का रास्ता दिखा दिया।

बुधवार को पहले नोटिफिकेशन में प्राथमिक स्तर की सीटीईटी में बीएड डिग्री शामिल नहीं थी। इसे संशोधित करते हुए दोबारा बीएड को मान्य करते हुए अधिसूचना जारी की गई। लेकिन तकरीबन एक घंटे बाद फिर अधिसूचना में संशोधन करते हुए बीएड को बाहर कर दिया गया। सीबीएसई के इस कदम से विवाद की स्थिति पैदा होना तय है।
राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) के 28 जून 2018 को अपने नियमों में संशोधन करते हुए बीएड डिग्रीधारियों को प्राथमिक स्तर की परीक्षा के लिए मान्य कर लिया था।

ऐसे में सीबीएसई द्वारा उन्हें बाहर किये जाने पर विवाद होना तय है क्योंकि शैक्षिक अर्हता का निर्धारण एनसीटीई करती है। उच्च प्राथमिक स्तर में बीएड पहले से मान्य है।
ऑनलाइन आवेदन बुधवार से शुरू हो गये और अभ्यर्थी 27 अगस्त तक फार्म भर सकते हैं।

हालांकि अभी परीक्षा की तारीख घोषित नहीं की गई है। सीबीएसई ने जून के पहले सप्ताह में भी सीटीईटी के लिए नोटिफिकेशन जारी किया था। उस समय परीक्षा तिथि 16 सितंबर निर्धारित की गई थी। लेकिन 19 जून को सीबीएसई ने अपरिहार्य कारणों से फार्म भरने की तिथि स्थगित कर दी थी।
उत्तर प्रदेश सरकार ने प्राथमिक और उच्च प्राथमिक स्कूलों में शिक्षक भर्ती के लिए यूपी-टीईटी के अलावा सीटीईटी को भी मान्य किया है। यही कारण है कि बड़ी संख्या में अभ्यर्थी सीटीईटी के लिए आवेदन करते हैं

एनसीटीई ने देश के सभी राज्यों से मांगे सुझाव, 2019 से लागू होंगे कार्यक्रम

राज्य ब्यूरो, इलाहाबाद : शिक्षक पात्रता परीक्षा (टीईटी) में अहम बदलाव करने की तैयारी है। टीईटी का जिस तरह से खींचा जा रहा है उसे पार करना बीटीसी एवं अन्य अभ्यर्थियों के लिए आसान नहीं होगा। इसमें युवाओं को मौके भले ही ज्यादा मिलेंगे, लेकिन परीक्षा का पैटर्न ऐसा होगा, जिसे आसानी से उत्तीर्ण नहीं किया जा सकेगा। प्रदेश के अफसरों का मंथन पूरा हो गया है, जल्द ही रिपोर्ट भेजी जाएगी।

प्रदेश में टीईटी 2011 से लागू है और अब तक पांच बार इसकी परीक्षा भी हो चुकी है। राष्ट्रीय शिक्षक शिक्षा परिषद यानी एनसीटीई इस परीक्षा को और प्रभावी बनाने की दिशा में इन दिनों तेजी से काम कर रहा है। एनसीटीई ने देश के सभी राज्यों को कुछ बिंदु भेजे हैं और उन पर सुझाव मांगा है। 2019 से नया कार्यक्रम जारी होने के आसार हैं, वहीं इसमें एक बिंदु यह है कि टीईटी परीक्षा साल में दो बार अनिवार्य रूप से हो, परीक्षा उत्तीर्ण करने का प्रतिशत तय किया जाए, अभ्यर्थी हर विषय को उत्तीर्ण जरूर करें आदि।

सभी बिंदुओं पर मंथन पूरा, नियामक प्राधिकारी जल्द भेजेंगी जवाब

युवाओं को मिलेंगे ज्यादा मौके लेकिन परीक्षा का पैटर्न होगा कठिन

In its contempt plea, the NGO had contended that there were 26,031 posts of teachers, including special educators for differently-abled children, lying vacant in municipal and Delhi government-run schools.

In its contempt plea, the NGO had contended that there were 26,031 posts of teachers, including special educators for differently-abled children, lying vacant in municipal and Delhi government-run schools.
Delhi government has deputed 176 teaching staff for court work instead of teaching students, especially when there is a massive shortage of teachers in schools run by it and municipal corporations, Delhi High Court was told today. The allegation was made in an application filed by an NGO before Justice Manmohan who issued a notice to the Delhi government and sought its response before the next date of hearing on December 8.

NEW DELHI: "Where is the budget going?" This question was today posed by the Delhi High Court to the Delhi government and the municipal corporations in the national capital, as it termed as "startling" the fact that half of the total teaching posts in government and municipal schools here were lying vacant.

"This 50 per cent vacancy is startling. It is too high a figure. Where is the budget going," Justice Manmohan asked the AAP government and the corporations after the court was told that 9,000 new teaching posts were being created even though as many as 26,031 vacancies existed.

"It seems you have not recruited anyone for last so many years. The system is crumbling, no? You are working at 50 per cent capacity. There would be a huge pressure on the existing teachers," the court said and asked the government to start recruitment through the Delhi Subordinate Services Selection Board (DSSSB).

It issued notice to the Delhi government and the three municipal corporations seeking their replies by December 8 to a contempt plea by NGO Social Jurist alleging "wilful disobedience" of a 2001 court order to ensure 'zero vacancy' at the commencement of each academic year in schools in Delhi.

Advocate Ashok Aggarwal, appearing for the NGO, told the court that currently there were 26,031 posts of teachers, including special educators for differently-abled children, lying vacant in municipal and Delhi government run schools.

He said despite the huge number of vacancies, which came to 50 per cent of the total required strength of teachers, Delhi government recently created 9,000 additional teaching posts.

He claimed that many teaching staff, including Principals, have been deployed for court work on the false assurance that their posts would be converted into that of law officers and added that 80 per cent of government schools had no Principals.

Advocate Ayushi Gupta, appearing for Delhi government and DSSSB, refuted the allegations and said the vacancies of special educators were advertised, but only 89 persons were found eligible as per the prescribed qualifications.

18 सितंबर को करवाई गई केंद्रीय शिक्षक पात्रता परीक्षा-2016 के परिणाम आने में देरी, जानिए- कब तक आएंगे नतीजे

सीबीएसई, केंद्रीय विद्यालय और एनवीएस विद्यालयों में टीचर की नौकरी करने के लिए इस परीक्षा में पास होना बहुत जरुरी है। बता दें कि सीबीएसई बोर्ड कक्षाओं की परीक्षा करवाने के साथ टीचर भर्ती की भी कई परीक्षाओं का आयोजन करवाती है।

बताया जा रहा है कि सीटेट परीक्षा के परिणाम नवंबर में घोषित हो सकते हैं। बोर्ड ने परीक्षा के सफल आयोजन के बाद परीक्षा की आंसर की भी रिलीज कर दी है। हालांकि बोर्ड ने नतीजों को लेकर अभी तक कोई भी आधिकारिक नोटिफिकेशन जारी नहीं किया है।

बोर्ड ने इसी साल 18 सितंबर को इस परीक्षा का आयोजन किया था, जिसमें करीब 7 से 8 लाख लोगों ने भाग लिया था। सीबीएसई ने 94 परीक्षा केंद्रों पर इस परीक्षा का आयोजन किया था जिसमें से दो परीक्षा केंद्र भारत के बाहर भी थे। परीक्षा का आयोजन कक्षाओं के आधार पर दो शिफ्ट में किया गया था। पेपर-2 सुबह 9 बजे से 12 बजे के बीच करवाया गया था और पेपर-1 दोपहर दो बजे से शाम 4.30 तक करवाया गया था।
