लखनऊ। सुप्रीमकोर्ट का ताजा आदेश आने के बाद प्राइमरी स्कूलों में प्रशिक्षु शिक्षक बनने के लिए कम अंक वालों की राह जहां कठिन हुई है, वहीं 70 व 65 फीसदी से कम अंक पर भी काउंसिलिंग प्रक्रिया में शामिल होने का मौका पाने वालों पर खतरा मंडरा रहा है। सचिव बेसिक शिक्षा एचएल गुप्ता ने कहा है कि प्रशिक्षु शिक्षकों की भर्ती 72,825 पदों पर ही की जाएगी। साथ ही यह सुप्रीम कोर्ट के आदेश के मुताबिक 25 फरवरी 2015 तक पूरी कर ली जाएगी। सामान्य वर्ग के 70 व आरक्षित वर्ग के अभ्यर्थी टीईटी में 65 फीसदी अंक पर ही पात्र होंगे। इससे कम अंक वालों को प्रशिक्षु शिक्षक नहीं बनाया जाएगा।
बेसिक शिक्षा विभाग ने प्राइमरी स्कूलों में 72,825 प्रशिक्षु शिक्षकों की भर्ती सुप्रीम कोर्ट के आदेश पर टीईटी मेरिट पर शुरू की थी। इसमें अब तक तीन चरणों की काउंसिलिंग में 78 फीसदी पदों के लिए अभ्यर्थियों को पात्र पाया जा चुका है और चौथे चरण की काउंसिलिंग 2 से 12 जनवरी प्रस्तावित है। इस बीच सुप्रीम कोर्ट का नया आदेश आ गया है कि प्रशिक्षु शिक्षक भर्ती में सामान्य वर्ग को टीईटी में 70 व आरक्षित वर्ग को 65 फीसदी अंक पर पात्र मानते हुए भर्ती प्रक्रिया 25 फरवरी तक पूरी की जाए। सचिव बेसिक शिक्षा ने बृहस्पतिवार को इस संबंध में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी) के निदेशक सर्वेंद्र विक्रम सिंह व बेसिक शिक्षा परिषद के सचिव संजय सिन्हा के साथ बैठक कर सुप्रीम कोर्ट के आदेश पर मंथन किया।


तय हो गई मेरिट
सुप्रीम कोर्ट ने प्रशिक्षु शिक्षक भर्ती की मेरिट तय कर दी है। आदेश में कहा गया है कि प्रशिक्षु शिक्षक भर्ती में सामान्य वर्ग के टीईटी में 70 व आरक्षित वर्ग के 65 फीसदी अंक पर पात्र होंगे। टीईटी 150 अंक की है इस हिसाब से देखा जाए तो सामान्य वर्ग के अभ्यर्थी 105 व आरक्षित वर्ग के 97.5 अंक पर शिक्षक बनने के लिए पात्र होंगे।
इससे कम अंक वालों को मिला मौका
प्रशिक्षु शिक्षक भर्ती में तीसरे चरण की काउंसलिंग में महिला कला सामान्य वर्ग की सबसे कम मेरिट 103, महिला कला एससी की 83 तथा पुरुष कला सामान्य की 113 व पुरुष कला एससी की 100 अंक तक मेरिट गई थी। सुप्रीम कोर्ट के आदेश के मुताबिक सामान्य वर्ग 105 व आरक्षित वर्ग के अभ्यर्थी 97.5 अंक पर ही शिक्षक बन सकते हैं। ऐसे में कम अंक वालों का चयन फंस सकता है।

लखनऊ (ब्यूरो)। राज्य सरकार ने विभिन्न विभागों में समूह ‘ग’ के पदों पर भर्ती की सूचना का प्रारूप गुरुवार को जारी कर दिया। विभागों को इसी प्रारूप पर उनके यहां समूह ‘ग’ के रिक्त पदों की सूचना पांच जनवरी तक अधीनस्थ सेवा चयन आयोग को देनी है।
प्रदेश में अधीनस्थ सेवा चयन आयोग
अब समूह ‘ग’ की भर्तियां करेगा। प्रदेश में समूह ‘ग’ के दो लाख से अधिक पद खाली हैं। प्रमुख सचिव नियुक्ति एवं कार्मिक राजीव कुमार ने गुरुवार को भर्ती की सूचना का प्रारूप विभागों को भेज दिया। विभागों को खाली पदों के ब्यौरे के साथ सेवा नियमावली की अंग्रेजी व हिंदी प्रतियां व पदों के आरक्षण की जानकारी देनी होगी। प्रमुख सचिव ने कहा कि विभाग आयोग के सचिवालय से 26 दिसंबर तक इस संबंध में जरूरी जानकारी ले सकते हैं।

फिलहाल सामान्य वर्ग की मेरिट 115 तक गयी थी , और अब सुप्रीम कोर्ट के आदेश के बाद टेट मेरिट 105 वालों तक नियुक्ति 6 हफ्ते में देनी होगी ।
आरक्षित वर्ग को 65 प्रतिशत टेट मार्क्स (97 या 98 मार्क्स ) तक नियुक्ति देनी होगी ।
इसको देखते हुए लगभग डेढ़ लाख टेट पास धारियों को 6 हफ्ते में नियुक्ति देनी होगी ।

सुप्रीम कोर्ट ने तो इतनी बड़ी नियुक्ति का पिटारा खोल कर इतिहास कायम कर दिया । 


सुप्रीम कोर्ट ने साथ ही साथ कहा है की सुप्रीम कोर्ट के आज्ञा के पालन की रिपोर्ट राज्य सरकार के सक्षम अधिकारी प्रस्तुत करें ,
अन्यथा कानूनानुसार उन्हें दण्डित किया जाएगा 



सुप्रीम  कोर्ट ने प्राचीन काल में कौटिल्य द्वारा कहे गए कथन को बताया -
कौटिल्य के अनुसार जो माता पिता अपने बच्चों को शिक्षा ग्रहण करने स्कूल नहीं भेजते , उन्हें दण्डित किया जाना चाहिए 




राज्य सरकार के वकील ने सुप्रीम कोर्ट को 3 लाख पद खाली होने की बात बताई थी और सुप्रीम कोर्ट ने बच्चों की शिक्षा पर चिंता जाहिर करते हुए , पहले
योग्य टेट पास अभ्यर्थीयों को 6 हफ्ते में भर्ती का आदेश दे दिया ।
लोगों में चर्चा चल रही है की सुप्रीम कोर्ट कहीं अगली सुनवाई में और बड़ी भर्ती का आदेश न दे दे ,
चारों और सुप्रीम कोर्ट का गुणगान चल रहा है ।

दुसरी तरफ खुद राज्य सरकार द्वारा जूनियर शिक्षकों की 30 हज़ार भर्तियों न हो पाने पर अनशन चल रहा है ।
कई लोग टेट मेरिट को मायावती की देन बताते हुए उनका भी गुणगान कर रहे हैं हालाँकि टेट मेरिट से भर्ती फंसने के बाद उन्होंने क्या सहायता की , इसके बारे में ज्यादा नहीं पता ।
ज्यादातर राजनीतिक पार्टियां वोट बैंक के चक्कर में टेट मेरिट से भर्ती पर मोन ही दिखाई दीं , ऐसा ही ज्यादातर मीडिया भी उनको कोसता रहा ।
अभ्यर्थी अपनी भर्ती के प्रति स्वयं लड़े , और आखिरी चोखट सुप्रीम कोर्ट तक फाइट की

सुप्रीम कोर्ट का ऑर्डर आ गया है , और राज्य सरकार का सकारात्मक रुख भी जल्द ही आ जाएगा

UPON hearing the counsel the Court made the following
O R D E R

Hearing resumed.

In course of hearing, we have thought it appropriate to pass an interim order by which the vacancies can be filled up and the academic climate in the State of Uttar Pradesh shall not suffer an unnecessary winter.

Be it noted, this Court on 25th March, 2014, had passed the following order:

"Leave granted.

Hearing expedited.

By this interim order, we direct the State of Uttar Pradesh to fill up the vacancies of Assistant Teachers in the schools pursuant to the advertisement issued on 30.11.2011 as per the directions issued by the Division Bench of Allahabad High Court in the case of Shiv Kumar Pathak & Ors. [Special Appeal (Defective) No.237 of 2013] and connected matters as expeditiously as possible at any rate within 12 weeks' time from today.

Further, the State in the letter of appointment that will be issued to the successful candidates shall mention that their appointment is subject to the result of the civil appeals that are pending before this Court.

The appointee(s) shall not claim any equities at the time of final disposal of the civil appeals. All actions/proceedings of the State Government will be subject to the final result of these civil appeals."

Despite the aforesaid order, the State has not  carried out the appointment process. After hearing the learned counsel for the parties at length on various occasions, we are inclined to modify the order passed on 25th March, 2014, and direct that the State Government shall appoint the candidates, whose names have not been weeded out in the malpractice and   who have obtained/secured seventy percent marks in the Teacher Eligibility Test (TET). The candidates belonging to Scheduled Caste/Scheduled Tribe/Other Backward Classes and the physically handicapped persons, shall be appointed if they have obtained/secured sixty-five percent marksIf there is any policy of the State Government covering any other category for the purpose of reservation, it may be given effect to with the same percentage. It shall be mentioned in the appointment letter that their appointment shall be subject to the result of these appeals and they shall not claim any equity because of
the appointment, for it is issued on the basis of the direction passed by this Court. The letters of appointment shall be issued within a period of six weeks.

At this juncture, we must state that the advertisement was issued to fill up 72,825 vacancies in the post of Assistant Teachers, who have to impart education to students of Classes I to V. We have been apprised by the learned counsel for the respondents that there are three lacs posts lying vacant as on today. In this context, we must recapitulate the objects and reasons from the Right of Children to Free and Compulsory Education Act, 2009, which read as follows:

"The crucial role of universal elementary
education for strengthening the social fabric of democracy through provision of equal opportunities to all has been accepted since inception of our Republic. The Directive
Principles of State Policy enumerated in our
Constitution lays down that the State shall
provide free and compulsory education to all children up to the age of fourteen years. Over the years there has been significant spatial and numerical expansion of elementary schools in the country, yet the goal of universal elementary education continues to elude us.
The number of children, particularly children
 from disadvantaged groups and weaker sections, who drop out of school before completing
elementary education, remains very large.
Moreover, the quality of learning achievement
is not always entirely satisfactory even in the case of children who complete elementary education.

2. Article 21A, as inserted by the
Constitution (Eighty-sixth Amendment) Act,
2002, provides for free and compulsory
education of all children in the age group of
six to fourteen years as a Fundamental Right in
such manner as the State may, by law,
determine.

3. Consequently, the Right of Children to Free
and Compulsory Education Bill, 2008, is

proposed to be enacted which seeks to provide,-

(a) that every child has a right to be provided
full time elementary education of satisfactory
and equitable quality in a formal school which
satisfied certain essential norms and
standards;

(b) 'compulsory education' casts an obligation
on the appropriate Government to provide and
ensure admission, attendance and completion of
elementary education;

(c) 'free education' means that no child, other
than a child who has been admitted by his or
her parents to a school which is not supported
by the appropriate Government, shall be liable
to pay any kind of fee or charges or expenses
which may prevent him or her from pursuing and
completing elementary education;

(d) the duties and responsibilities of the
appropriate Governments, local authorities,
parents, schools and teachers in providing free
and compulsory education; and

(e) a system for protection of the right of
children and a decentralized grievance
redressal mechanism.

4. The proposed legislation is anchored in the
belief that the values of equality, social
justice and democracy and the creation of a
just and humane society can be achieved only
through provision of inclusive elementary

education to all. Provision of free and
compulsory education of satisfactory quality to
children from disadvantaged and weaker sections
is, therefore, not merely the responsibility of
schools run or supported by the appropriate
Governments, but also of schools which are not
dependent on Government FUNDS."

Primary education can be equated to the primary

health of a child. When a child is educated, the Nation

marches towards civilization. No student can inculcate or

cultivate education without guidance. Definitely not a

child, who is supposed to get primary guidance from a

teacher, for him he is like a laser beam. The State, as the

guardian of all citizens and also with a further enhanced and

accentuated responsibilities for the children, has a

sacrosanct obligation to see that the children are educated.

Almost two thousand years back, Kautaliya had stated that the

parents who do not send their children to have the teachings,

deserves to be punished. Similar was the climate in England

almost seven centuries back. Thus, the significance of

education can be well recognized. In such a situation, we

cannot conceive that the posts would lie vacant, students go

untaught and the schools look like barren in a desert waiting

for an oasis. The teacher shall serve the purpose of oasis

in the field of education. Hence, the aforesaid directions.

The competent authority shall file a compliance

report, failing which they shall face the consequences as the

law provides and the law does not countenance disobedience of

the law and orders of the court.

Let the matter be listed on 25th February, 2015, for

further hearing.

UPON hearing the counsel the Court made the following
O R D E R

Hearing resumed.

In course of hearing, we have thought it appropriate to pass an interim order by which the vacancies can be filled up and the academic climate in the State of Uttar Pradesh shall not suffer an unnecessary winter.

Be it noted, this Court on 25th March, 2014, had passed the following order:

"Leave granted.

Hearing expedited.

By this interim order, we direct the State of
Uttar Pradesh to fill up the vacancies of
Assistant Teachers in the schools pursuant to the advertisement issued on 30.11.2011 as per the directions issued by the Division Bench of Allahabad High Court in the case of Shiv Kumar Pathak & Ors. [Special Appeal (Defective) No.237 of 2013] and connected matters as expeditiously as possible at any rate within 12 weeks' time from today.

Further, the State in the letter of appointment that will be issued to the successful candidates shall mention that their appointment is subject to the result of the civil appeals that are pending before this Court.

The appointee(s) shall not claim any equities at the time of final disposal of the civil appeals. All actions/proceedings of the State Government will be subject to the final result of these civil appeals."

Despite the aforesaid order, the State has not  carried out the appointment process. After hearing the learned counsel for the parties at length on various

occasions, we are inclined to modify the order passed on 25th March, 2014, and direct that the State Government shall
appoint the candidates, whose names have not been weeded out in the malpractice and who have obtained/secured seventy percent marks in the Teacher Eligibility Test (TET). The candidates belonging to Scheduled Caste/Scheduled Tribe/Other Backward Classes and the physically handicapped
persons, shall be appointed if they have obtained/secured sixty-five percent marks. If there is any policy of the State Government covering any other category for the purpose of reservation, it may be given effect to with the same percentage. It shall be mentioned in the appointment letter that their appointment shall be subject to the result of these appeals and they shall not claim any equity because of
the appointment, for it is issued on the basis of the direction passed by this Court. The letters of appointment shall be issued within a period of six weeks.

At this juncture, we must state that the advertisement was issued to fill up 72,825 vacancies in the post of Assistant Teachers, who have to impart education to students of Classes I to V. We have been apprised by the
learned counsel for the respondents that there are three lacs posts lying vacant as on today. In this context, we must recapitulate the objects and reasons from the Right of
Children to Free and Compulsory Education Act, 2009, which

read as follows:

"The crucial role of universal elementary
education for strengthening the social fabric of democracy through provision of equal opportunities to all has been accepted since inception of our Republic. The Directive Principles of State Policy enumerated in our Constitution lays down that the State shall provide free and compulsory education to all children up to the age of fourteen years. Over the years there has been significant spatial and numerical expansion of elementary schools in the country, yet the goal of universal elementary education continues to elude us. The number of children, particularly children  from disadvantaged groups and weaker sections, who drop out of school before completing elementary education, remains very large.
Moreover, the quality of learning achievement is not always entirely satisfactory even in the case of children who complete elementary education.

2. Article 21A, as inserted by the Constitution (Eighty-sixth Amendment) Act, 2002, provides for free and compulsory education of all children in the age group of six to fourteen years as a Fundamental Right in such manner as the State may, by law, determine.

3. Consequently, the Right of Children to Free and Compulsory Education Bill, 2008, is
proposed to be enacted which seeks to provide,-

(a) that every child has a right to be provided full time elementary education of satisfactory
and equitable quality in a formal school which satisfied certain essential norms and
standards;

(b) 'compulsory education' casts an obligation on the appropriate Government to provide and
ensure admission, attendance and completion of elementary education;

(c) 'free education' means that no child, other than a child who has been admitted by his or
her parents to a school which is not supported by the appropriate Government, shall be liable
to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and
completing elementary education;

(d) the duties and responsibilities of the appropriate Governments, local authorities, parents, schools and teachers in providing free and compulsory education; and

(e) a system for protection of the right of children and a decentralized grievance redressal mechanism.

4. The proposed legislation is anchored in the belief that the values of equality, social justice and democracy and the creation of a just and humane society can be achieved only through provision of inclusive elementaryeducation to all. Provision of free and compulsory education of satisfactory quality to children from disadvantaged and weaker sections is, therefore, not merely the responsibility of schools run or supported by the appropriate Governments, but also of schools which are not
dependent on Government FUNDS."

Primary education can be equated to the primary health of a child. When a child is educated, the Nation marches towards civilization. No student can inculcate or cultivate education without guidance. Definitely not a child, who is supposed to get primary guidance from a teacher, for him he is like a laser beam. The State, as the guardian of all citizens and also with a further enhanced and
accentuated responsibilities for the children, has a sacrosanct obligation to see that the children are educated.

Almost two thousand years back, Kautaliya had stated that the parents who do not send their children to have the teachings,deserves to be punished.
Similar was the climate in England almost seven centuries back. Thus, the significance of
education can be well recognized. In such a situation, we cannot conceive that the posts would lie vacant, students gountaught and the schools look like barren in a desert waiting for an oasis. The teacher shall serve the purpose of oasis in the field of education. Hence, the aforesaid directions.

The competent authority shall file a compliance report, failing which they shall face the consequences as the law provides and the law does not countenance disobedience of the law and orders of the court.

Let the matter be listed on 25th February, 2015, for further hearing.

to pass an interim order by which the vacancies can be filled

up and the academic climate in the State of Uttar Pradesh

shall not suffer an unnecessary winter.

Be it noted, this Court on 25th March, 2014, had

passed the following order:

"Leave granted.

Hearing expedited.

By this interim order, we direct the State of
Uttar Pradesh to fill up the vacancies of
Assistant Teachers in the schools pursuant to
the advertisement issued on 30.11.2011 as per
the directions issued by the Division Bench of
Allahabad High Court in the case of Shiv Kumar
Pathak & Ors. [Special Appeal (Defective)
No.237 of 2013] and connected matters as
expeditiously as possible at any rate within 12
weeks' time from today.

Further, the State in the letter of appointment
that will be issued to the successful
candidates shall mention that their appointment
is subject to the result of the civil appeals
that are pending before this Court.

The appointee(s) shall not claim any equities
at the time of final disposal of the civil
appeals. All actions/proceedings of the State
Government will be subject to the final result
of these civil appeals."

Despite the aforesaid order, the State has not

carried out the appointment process. After hearing the

learned counsel for the parties at length on various

occasions, we are inclined to modify the order passed on

25th March, 2014, and direct that the State Government shall

appoint the candidates, whose names have not been weeded out

in the malpractice and who have obtained/secured seventy

percent marks in the Teacher Eligibility Test (TET). The

candidates belonging to Scheduled Caste/Scheduled

Tribe/Other Backward Classes and the physically handicapped

persons, shall be appointed if they have obtained/secured

sixty-five percent marks. If there is any policy of the

State Government covering any other category for the purpose

of reservation, it may be given effect to with the same

percentage. It shall be mentioned in the appointment letter

that their appointment shall be subject to the result of

these appeals and they shall not claim any equity because of

the appointment, for it is issued on the basis of the

direction passed by this Court. The letters of appointment

shall be issued within a period of six weeks.

At this juncture, we must state that the

advertisement was issued to fill up 72,825 vacancies in the

post of Assistant Teachers, who have to impart education to

students of Classes I to V. We have been apprised by the

learned counsel for the respondents that there are three

lacs posts lying vacant as on today. In this context, we

must recapitulate the objects and reasons from the Right of

Children to Free and Compulsory Education Act, 2009, which

read as follows:

"The crucial role of universal elementary
education for strengthening the social fabric
of democracy through provision of equal
opportunities to all has been accepted since
inception of our Republic. The Directive
Principles of State Policy enumerated in our
Constitution lays down that the State shall
provide free and compulsory education to all
children up to the age of fourteen years. Over
the years there has been significant spatial
and numerical expansion of elementary schools
in the country, yet the goal of universal
elementary education continues to elude us.
The number of children, particularly children
from disadvantaged groups and weaker sections,
who drop out of school before completing
elementary education, remains very large.
Moreover, the quality of learning achievement
is not always entirely satisfactory even in the
case of children who complete elementary
education.

2. Article 21A, as inserted by the
Constitution (Eighty-sixth Amendment) Act,
2002, provides for free and compulsory
education of all children in the age group of
six to fourteen years as a Fundamental Right in
such manner as the State may, by law,
determine.

3. Consequently, the Right of Children to Free
and Compulsory Education Bill, 2008, is

proposed to be enacted which seeks to provide,-

(a) that every child has a right to be provided
full time elementary education of satisfactory
and equitable quality in a formal school which
satisfied certain essential norms and
standards;

(b) 'compulsory education' casts an obligation
on the appropriate Government to provide and
ensure admission, attendance and completion of
elementary education;

(c) 'free education' means that no child, other
than a child who has been admitted by his or
her parents to a school which is not supported
by the appropriate Government, shall be liable
to pay any kind of fee or charges or expenses
which may prevent him or her from pursuing and
completing elementary education;

(d) the duties and responsibilities of the
appropriate Governments, local authorities,
parents, schools and teachers in providing free
and compulsory education; and

(e) a system for protection of the right of
children and a decentralized grievance
redressal mechanism.

4. The proposed legislation is anchored in the
belief that the values of equality, social
justice and democracy and the creation of a
just and humane society can be achieved only
through provision of inclusive elementary

education to all. Provision of free and
compulsory education of satisfactory quality to
children from disadvantaged and weaker sections
is, therefore, not merely the responsibility of
schools run or supported by the appropriate
Governments, but also of schools which are not
dependent on Government FUNDS."

Primary education can be equated to the primary

health of a child. When a child is educated, the Nation

marches towards civilization. No student can inculcate or

cultivate education without guidance. Definitely not a

child, who is supposed to get primary guidance from a

teacher, for him he is like a laser beam. The State, as the

guardian of all citizens and also with a further enhanced and

accentuated responsibilities for the children, has a

sacrosanct obligation to see that the children are educated.

Almost two thousand years back, Kautaliya had stated that the

parents who do not send their children to have the teachings,

deserves to be punished. Similar was the climate in England

almost seven centuries back. Thus, the significance of

education can be well recognized. In such a situation, we

cannot conceive that the posts would lie vacant, students go

untaught and the schools look like barren in a desert waiting

for an oasis. The teacher shall serve the purpose of oasis

in the field of education. Hence, the aforesaid directions.

The competent authority shall file a compliance

report, failing which they shall face the consequences as the

law provides and the law does not countenance disobedience of

the law and orders of the court.

Let the matter be listed on 25th February, 2015, for

further hearing.

मुजफ्फरनगर : राज्य सरकार को टीईटी शिक्षक भर्ती प्रक्रिया छह सप्ताह में पूर्ण करने संबंधी आदेश दिए जाने के बाद अभ्यर्थियों ने सुप्रीम कोर्ट के निर्णय पर खुशी मनाई।

टीईटी उत्तीर्ण अभ्यर्थियों की ओर से मीरापुर निवासी अधिवक्ता विपुल माहेश्वरी ने सुप्रीम कोर्ट में स्टेट आफ उप्र. बनाम शिव कुमार पाठक शीर्षक से याचिका दायर की थी। सुप्रीम कोर्ट की जस्टिस दीपक मिश्रा एवं जस्टिस उदय उमेश की खंडपीठ ने मामले की सुनवाई की। उक्त याचिका में विपुल माहेश्वरी ने टीईटी अभ्यर्थियों की ओर से सुप्रीम कोर्ट में अपना पक्ष रखा। इस पर सुप्रीम कोर्ट ने सामान्य में 70 प्रतिशत से अधिक व 65 प्रतिशत से अधिक अंक पाने वाले आरक्षित श्रेणी के अभ्यर्थियों की भर्ती छह सप्ताह में पूर्ण करने के निर्देश प्रदेश सरकार को दिये। सुप्रीम कोर्ट के इस निर्णय पर अभ्यर्थियों ने न्यायालय परिसर के बाहर ही जश्न मनाया

हमारी जीत हमारी एकता और अखण्डता की गवाह हे,ये लड़ाई अकेले नहीँ जीती जा सकती थी क्योंकि हमारे विरोध में एक कुटिल और भ्रष्ट तन्त्र काम कर रहा था जिसमें धूर्त शासकीय कर्मचारी - अधिकारी,स्कूल-कॉलेज चलाने वाले नक़ल माफिया संचालक, पैड न्यूज़ छापने वाली मीडिया और अखबार और हमारे बीच के वो कुटिल लोग जो अपने स्वार्थ सिद्ध को देश - समाज की बलि चढ़ाने वाले लोग आदि थे ।
इनसे लड़ाई संगठित हों कर ही जीत सकते थे ,हमारी एकता ने हमें जीत दिलाई ।
ये कुटिल लोग आज भी अपनी दुष्टता दिखाने से बाज नहीँ आ रहे हें इसका प्रमाण आज के कूछ अखबार ही हें जिन्होंने हमारी जीत की ख़बर को तोड़- मरोड़ कर निराशा और हताशापूर्ण छापा हे ।
मित्रों,आदेश की सत्यापित प्रति 19 तक मिलेगी पर ये जान लो यह अंतिम फैसला हे और पार्ट ऑफ फाइनल ऑर्डर हे । इसका अनुपालन 100% होगा वरना भारत का लोकतंत्र ख़त्म मान लिया जायेगा।
मित्रों,हमारी लड़ाई अभी ख़त्म नहीँ हुई हे, नियुक्ति हमारा हक हे किसी का एहसान नहीँ हे,खड़े हों जाइए,लड़ने को,हक लेने को इसलिये हमें संगठन को मजबूत करते हुए टी ई टी मेरिट से जाय्निंग लेने से लेकर अपना काम सम्भालने तक लगे रहना होगा इसके लिये -
1- एक- दो दिन में हर ज़िले में टी ई टी संघर्ष मोर्चा की मीटिंग बुला कर हर्ष मनाया जाये और संगठन की अग्रिम रड्निति बना ली जाये । 2- संगठन के साथ समूह में हर जिले की diet पर जल्दी नियुक्तिपत्र देने को दवाब बनाया जाये। 3- इलाहाबाद ज़िले का संगठन विशेष सक्रियता और एकजुटता दिखाते हुए बेसिक शिक्षा निदेशक पर जल्द से जल्द नियुक्ति को दवाब बनाये ।
4- लखनऊ ज़िले या आस- पास ज़िले के संगठन एकजुटता के साथ बेसिक शिक्षा सचिव व बेसिक शिक्षा मंत्री पर दवाब बनाये ।
5- मुख्यमंत्री या मन्त्रिओ को वे जिस ज़िले में हों या जहाँ मिलें,कोर्ट ऑर्डर के साथ लिखित ज्ञापन के साथ जल्द से जल्द नियुक्ति की माँग की जाये ।
6- हर ज़िले में संगठित हों कर नीयत दिन व समय पर जिलाधिकारी को भी जल्द नियुक्ति का लिखित ज्ञापन दिया जाये ।
7- सारी गतिविधि की सूचना फ़ेसबुक पर फोटो समेत डालते रहें जिससे सभी को प्रोत्साहन मिलता रहै ।
मित्रों,इस सर्दी के मौसम में भी दवाब बना कर ठंडे तन्त्र में गर्मी लाकर सुप्रीम कोर्ट के ऑर्डर का जल्द से जल्द अनुपालन कराना होगा ये हमारे संगठित होकर दवाब बनाने से ही सम्भव होगा । उक्त सभी कार्य एक सप्ताह के अंदर कर लिया जाये जिससे अगली योजना के तहत लखनऊ में आमरण अनशन की तैयारी की जा सके ।

लखनऊ. बेसि‍क शि‍क्षा में 72000 शि‍क्षकों के पदों को भरने को लेकर चल रही सुस्‍त प्रक्रि‍या पर सुप्रीम कोर्ट ने 6 सप्‍ताह के अंदर इसे पूरा करने का नि‍र्देश दि‍या है। इसके बाद से शि‍क्षा वि‍भाग की नींद टूट गई है। बेसि‍क शि‍क्षा वि‍भाग ने आगामी 2 जनवरी से चौथे चरण की भर्ती प्रक्रि‍या के लि‍ए काउंसि‍लिंग कराने को कहा है।

अभी तक तीन चरणों में कराई गई काउंसि‍लिंग के दौरान कुल 54000 अभ्‍यर्थी शामि‍ल हुए हैं। इस बारे में सचि‍व बेसि‍क शि‍क्षा हीरालाल गुप्‍ता ने बताया कि‍ चौथे चरण की काउंसि‍लिंग प्रक्रि‍या दो जनवरी से शुरू होकर 12 जनवरी तक चलेगी। इसमें 54000 के बाद वालों को शामि‍ल कर कोर्ट के आदेश के पूर्व ही प्रक्रि‍या संपन्‍न करा ली जाएगी।

राज्य सरकार ने बढ़ाई ओबीसी की आय सीमा, शासनादेश जारी

आठ लाख सालाना आय वाले पा सकेंगे आरक्षण का लाभ



लखनऊ। राज्य सरकार ने अन्य पिछड़ा वर्ग (ओबीसी) का जाति प्रमाणपत्र जारी करने के लिए आय सीमा पांच लाख रुपये से बढ़ाकर आठ लाख रुपये सालाना कर दी है। इस दायरे में आने वाले अब आरक्षण का लाभ उठा सकेंगे। आठ लाख रुपये से ज्यादा सालाना आय वाले ही क्रीमी लेयर में रखे जाएंगे। पहले यह सीमा पांच लाख रुपये थी। इस फैसले से लाखों परिवार लाभान्वित होंगे।

वर्ष 2008 में जारी शासनादेश के मुताबिक, अन्य पिछड़ा वर्ग के उन परिवारों को ही आरक्षण का लाभ मिल सकता था, जिनकी लगातार तीन वर्ष तक सालाना आय पांच लाख रुपये से अधिक न हो। इन वर्षों में सरकारी मुलाजिमों की तनख्वाह काफी बढ़ गई और वे क्रीमी लेयर में आ गए।

यहां बता दें कि क्रीमी लेयर को आरक्षण की सुविधा नहीं मिलती। इसलिए आय सीमा बढ़ाने की मांग लंबे समय से की जा रही थी।
इस बाबत बुधवार को प्रमुख सचिव नियुक्ति एवं कार्मिक राजीव कुमार ने शासनादेश जारी कर दिया। इसके अनुसार, अन्य पिछड़ा वर्ग के ऐसे बच्चे जिनके माता-पिता की लगातार तीन साल तक सकल वार्षिक आय आठ लाख रुपये से अधिक नहीं है और जिनके पास धनकर अधिनियम 1957 में निर्धारित छूट सीमा से अधिक संपत्ति भी नहीं है, उन्हें जाति प्रमाणपत्र जारी किया जाएगा। संशोधित प्रारूप राज्य सरकार की अधिकृत वेबसाइट पर भी उपलब्ध करा दिया गया है।
