बिना टीईटी नौकरी कर रहे 20 हजार शिक्षक

बेसिक शिक्षा परिषद के प्राइमरी स्कूलों में लगभग 20 हजार शिक्षक टीईटी किए बगैर पढ़ा रहे हैं। शिक्षामित्रों के लिए टीईटी की अनिवार्यता को लेकर पैदा हुए विवाद के बीच इन शिक्षकों का मसला फिर से चर्चा में है, क्योंकि यूपी में 23 अगस्त 2010 के बाद नियुक्त ये शिक्षक न्यूनतम अर्हता पूरी नहीं करते।
दरअसल देश में नि:शुल्क एवं अनिवार्य बाल शिक्षा का अधिकार अधिनियम (आरटीई)-09 की अधिसूचना 23 अगस्त 2010 को जारी हुई। लेकिन उत्तर प्रदेश में इसे 27 जुलाई 2011 को लागू किया गया। 23 अगस्त 2010 से 27 जुलाई 2011 के बीच बीटीसी, विशिष्ट बीटीसी, उर्दू बीटीसी वाले लगभग 20 हजार अभ्यर्थियों की बगैर टीईटी नियुक्ति कर दी गई।
राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) की गाइडलाइन के अनुसार 23 अगस्त 2010 के बाद जो भी शिक्षक बगैर टीईटी नियुक्त हुए हैं, उनकी नियुक्ति अवैध है। टीईटी पर हाईकोर्ट की वृहदपीठ ने 31 मई 2013 के फैसले में भी 23 अगस्त 2010 के बाद नियुक्त शिक्षकों के लिए टीईटी अनिवार्य बताया था लेकिन शिक्षक भर्ती के विवादों में फंसी सरकार और अफसरों का ध्यान इन 20 हजार शिक्षकों की ओर नहीं गया।
यही कारण है कि प्रदेश में आरटीई लागू होने के सवा दो साल बाद भी 23 अगस्त 2010 से जुलाई 2011 के बीच नियुक्त शिक्षकों को टीईटी नहीं कराई गई। इस मसले पर बेसिक शिक्षा विभाग के अफसर कुछ बोलने को तैयार नहीं है।

The petitioners are Seventeen in number. They have a common grievance. All the petitioners claim that they have been selected as Assistant Teacher in the Senior Basic School. They have sought relief for direction upon the respondents not to insist them for their resignation from Primary School after their joining in Senior Basic Schools at their respective districts.
Learned counsel for the petitioner has drawn attention of the Court to an order passed by this Court in respect of similarly placed persons in Writ-A No. 57107 of 2015 (Pooja and others v. State of U.P. & others) wherein this Court has granted an interim protection to the petitioners therein by an order of the date i.e. 13th October, 2015, which reads as under:
"The petitioners are twenty two in number. They claim that they have been selected as Trainee Teachers in pursuance of an advertisement dated 30th November, 2011, wherein 72825 posts were advertised. It is stated that thereafter another advertisement was issued on 11th July, 2013 calling applications for 29334 posts of Assistant Teachers (Mathematics & Science) in Senior Basic Schools, which are in the higher pay scale.
The grievance of the petitioners is that being eligible for the posts of Assistant Teachers (Mathematics & Science) they had applied in pursuance of the subsequent advertisement also, wherein they have been selected. However, the respective District Basic Education Officers are not returning the original documents/educational testimonials of the petitioners unless the petitioners resign from the posts of Trainee Teacher.
It is contended that the said condition is arbitrary as there is no statutory requirement.
Learned Counsel for the respondents has failed to point out any statutory provision or the executive order imposing such type of condition.
Matter needs consideration.
Learned Standing Counsel has accepted notice on behalf of the State functionaries, Sri P.D. Tripathi, learned Advocate appears for respondent nos. 3 & 9, and District Basic Education Officers of various districts i.e. respondent nos. 4 to 14 are represented by their respective Counsel.
As prayed by learned Standing Counsel, six weeks' time is granted to file counter affidavit. Other respondents may also file their counter affidavit within the same period. Rejoinder affidavit, if any, may be filed within a week thereafter.
List this case on 23rd November, 2015.
The respondents will not insist the petitioners to tender their resignation as trainee teacher till the next date of listing."
All the respondents may file counter affidavit� on or before the next date of listing.

The petitioners are three in number. They have preferred this writ petition for a direction upon the respondents not to insist them to tender their resignation from the posts of Trainee Teachers, Primary Schools, and allow them to join as Assistant Teachers (Mathematics or Science) in the respective Schools.
This Court in a matter of similarly placed persons i.e. Writ-A No. 57107 of 2015 (Pooja and others v. State of U.P. & others) has granted an interim protection to the petitioners therein by an order of the date i.e. 13th October, 2015, which reads as under:
"The petitioners are twenty two in number. They claim that they have been selected as Trainee Teachers in pursuance of an advertisement dated 30th November, 2011, wherein 72825 posts were advertised. It is stated that thereafter another advertisement was issued on 11th July, 2013 calling applications for 29334 posts of Assistant Teachers (Mathematics & Science) in Senior Basic Schools, which are in the higher pay scale.
The grievance of the petitioners is that being eligible for the posts of Assistant Teachers (Mathematics & Science) they had applied in pursuance of the subsequent advertisement also, wherein they have been selected. However, the respective District Basic Education Officers are not returning the original documents/educational testimonials of the petitioners unless the petitioners resign from the posts of Trainee Teacher.
It is contended that the said condition is arbitrary as there is no statutory requirement.
Learned Counsel for the respondents has failed to point out any statutory provision or the executive order imposing such type of condition.
Matter needs consideration.
Learned Standing Counsel has accepted notice on behalf of the State functionaries, Sri P.D. Tripathi, learned Advocate appears for respondent nos. 3 & 9, and District Basic Education Officers of various districts i.e. respondent nos. 4 to 14 are represented by their respective Counsel.
As prayed by learned Standing Counsel, six weeks' time is granted to file counter affidavit. Other respondents may also file their counter affidavit within the same period. Rejoinder affidavit, if any, may be filed within a week thereafter.
List this case on 23rd November, 2015.
The respondents will not insist the petitioners to tender their resignation as trainee teacher till the next date of listing."

महिला प्रशिक्षुओं ने स्कूल का भरा विकल्प
बदायूं। प्रदेश में चल रही 72 हजार से अधिक प्रशिक्षु शिक्षकों को मौलिक नियुक्ति देने के लिए काउंसिलिंग की प्रक्रिया शुरु हो गई है।
आज महिला विज्ञान वर्ग की प्रशिक्षुओं को मनपंसद स्कूल का विकल्प भरने को काउंसिलिंग की गई। 203 में से 198 ने सामने रखी स्कूलों की सूची को देखकर मनपंसद स्कूल का विकल्प भरा। कल एक नवंबर को कला वर्ग के प्रशिक्षु काउंसिलिंग को पहुंचेंगे। जिले में 11 सौ प्रशिक्षु शिक्षकों की भर्ती की गई है। छह माह के प्रशिक्षण के बाद उन्हें मौलिक नियुक्ति देने के लिए शासन के निर्देश पर काउंसिलिंग की प्रक्रिया शुरु कर दी गई है।
बीएसए आनंद प्रकाश शर्मा ने बताया कि आज महिला विज्ञान वर्ग की प्रशिक्षुओं को काउंसिलिंग के लिए बुलाया गया था। 203 में 198 प्रशिक्षुओं ने अपने मनपंसद स्कूल के लिए विकल्प भरकर दिए। बताया कि अनुस्थित रहीं पांच प्रशिक्षुओं को फिर से विकल्प भरने का मौका दिया जाएगा।
महिलाओं के लिए जिले के 944 स्कूलों की सूची सामने रखी गई थी। उन्हीं में से उन्होंने अपने पसंद का स्कूल चुना है। उन्हें वहीं स्कूल दिए जाएंगे।
बीएसए ने बताया कि रविवार को कला वर्ग के पुरुष प्रशिक्षुओं को बुलाया गया है। उसके अगले दिन विज्ञान वर्ग के पुरुषों की काउंसिलिंग होगी।

यूपीए की शिक्षा नीति में बदलाव की तैयारी,
शिक्षा मंत्रियों ने 9वीं तक फेल नहीं करने की नीति को बदलने पर बल दिया
गुड़गांव। नई शिक्षा नीति बनाने को लेकर होटल लीला में शनिवार को उत्तरी क्षेत्र कंसल्टेटिव मीटिंग हुई। इसमें ज्यादातर राज्याें के शिक्षा मंत्रियों ने 9वीं कक्षा तक के विद्यार्थियों को फेल नहीं करने की नीति में बदलाव का सुझाव दिया। यह नीति कांग्रेस ने बनाई थी। शिक्षा मंत्रियों ने कहा कि इस नीति से विद्यार्थियों में पढ़ने की आदत कम हो गई है। शिक्षकों की जिम्मेदारी भी तय करने में कठिनाई आ रही है। वे कहते हैं कि फेल न होने की आजादी की वजह से विद्यार्थी पढ़ाई नहीं कर रहे।
शिक्षा मंत्रियों ने यह बात केंद्रीय मानव संसाधन विकास मंत्री स्मृति जुबिन ईरानी द्वारा नई शिक्षा नीति पर सुझाव मांगने पर कही। यह भी कहा गया कि सरकारी स्कूलों के शिक्षकों को समय-समय पर ट्रेनिंग देने की जरूरत है। इस मौके पर प्रदेश के मुख्यमंत्री, शिक्षामंत्री सहित राजस्थान के शिक्षा मंत्री वासुदेव नानी, पंजाब के शिक्षा मंत्री सरदार दलजीत सिंह चीमा, उत्तरी भारत के छह राज्यों के शिक्षा विभागों के सचिव व निदेशक भी मौजूद रहे।

प्रशिक्षु शिक्षकों ने की नियुक्ति की मांग
शाहजहांपुर। यूपी टीईटी शिक्षक संघ ने डीएम से प्रशिक्षु शिक्षकों को सहायक अध्यापक के मौलिक पद पर नियुक्ति के लिए आठ नवंबर तक नियुक्ति पत्र दिलाने, पुरुष प्रशिक्षुओं की काउंसिलिंग कराकर विद्यालय आवंटन के लिए विकल्प भरवाए जाने की मांग की है। जिलाध्यक्ष मनोज शर्मा, महामंत्री सुनील मौर्या, राजेश प्रजापति, अमित कुमार, राहुल सिंह प्रियदर्शी, दिनेश आनंद आदि ने इस संबंध में डीएम को ज्ञापन भी दिया है

प्रशिक्षु शिक्षक चयन 2011 मौखिक परीक्षा सात से
बलरामपुर। प्रशिक्षु शिक्षक चयन 2011 के तहत जिला शिक्षा एवं प्रशिक्षण संस्थान से सैद्घांतिक प्रशिक्षण प्राप्त करने वाले प्रशिक्षु शिक्षकों की दो दिवसीय मौखिक परीक्षा 7 व 8 नवंबर को होगी। डायट प्राचार्य हृदय नारायण त्रिपाठी ने बताया कि क्रमांक एक से 100 तक के प्रशिक्षु शिक्षकों को 7 नवंबर और क्रमांक 101 से 186 तक के प्रशिक्षु शिक्षकों को 8 नवंबर को मौखिक परीक्षा के लिए बुलाया गया है।
परीक्षा के दौरान प्रशिक्षु शिक्षकों को अपने साथ पाठ्य योजना, आलोचना पुस्तिका दैनंदिनी, सत्रीय कार्य व माडल चार्ट से संबंधित फाइल लाना अनिवार्य होगा
