इलाहाबाद हाईकोर्ट ने प्राथमिक स्कूलों में शिक्षकों की भर्ती में मूल शैक्षिक प्रमाणपत्र की सत्यापित प्रतिलिपि के साथ काउंसलिंग में सम्मिलित होने की अनुमति दे दी है. कोर्ट ने यह आदेश सीनियर बेसिक स्कूलों में साइंस व गणित विषय के सहायक अध्यापक पद की काउंसलिंग में हिस्सा ले चुके कुछ अभ्यर्थियों की याचिका पर दिया है. याचिका में प्राइमरी स्कूल में प्रशिक्षु शिक्षकों की काउंसलिंग में शामिल होने की छूट की मांग की गई है. कोर्ट ने कहा कि ऐसे अभ्यर्थियों जिन्होंने अपने मूल दस्तावेज पिछली काउंसलिंग में जमा कर दिये हैं, उनसे प्रमाणित प्रति लेकर काउंसलिंग में बैठने की अनुमति दी जाय. साथ ही इन्हें मूल शैक्षिक प्रमाण पत्र देने के लिए बाध्य न किया जाए. कोर्ट ने स्पष्ट किया है कि इन अभ्यर्थियों का चयन याचिका के निर्णय की विषय वस्तु होगी

राज्य सरकार से मांगा जवाब

कोर्ट ने दोनों भर्तियों की काउंसलिंग में बैठने की अनुमति के लिए दाखिल याचिका पर राज्य सरकार से म् सप्ताह में जवाब मांगा है. यह आदेश न्यायमूर्ति पीकेएस बघेल ने वैभव यादव एवं ख्भ् अन्य की याचिका पर दिया है. यह याचिका लगभग दो दर्जन जिलों के अभ्यर्थियों ने दाखिल की है. याचिका में सम्बन्धित जिलों के बेसिक शिक्षा अधिकारियों को भी पक्षकार बनाया गया है. इससे पूर्व भी हाईकोर्ट ने मयंक यादव व म् अन्य की याचिका पर सत्यापित प्रतिलिपि के आधार पर काउंसिलिंग में बैठने देने की अनुमति दी है. याचियों ने भी इसी याचिका को आधार लिया है, कोर्ट ने दोनों याचिकाओं को एक साथ सूचीबद्ध करने का आदेश दिया है.

विज्ञान शिक्षक के लिए काउंसलिंग

इलाहाबाद (ब्यूरो)। बेसिक शिक्षा परिषद की ओर से प्राथमिक विद्यालयों के लिए 72825 प्रशिक्षु शिक्षकों की भर्ती के लिए चल रही काउंसलिंग में शुक्रवार को महिला विज्ञान वर्ग में ओबीसी, एससी-एसटी के कु़ल 169 अभ्यर्थियों को बुलाया गया था। मात्र 85 महिला ने काउंसलिंग करवाई। उच्च प्राथमिक विद्यालयों में विज्ञान-गणित शिक्षकों की भर्ती में प्रमाणपत्र जमा होने के कारण महिला विज्ञान वर्ग में कम अभ्यर्थी पहुंचे। शुक्रवार को ओबीसी में 91 पदों के सापेक्ष 75 एवं एससी में 71 पदों के सापेक्ष 10 महिला अभ्यर्थी काउंसलिंग को पहुंची। एसटी में कोई काउंसलिंग के लिए नहीं पहुंचा।

35 आवेदकों ने कराई काउंसलिंग

भोगांव (ब्यूरो)। पांचवे दिन पिछड़े और अनुसूचित जाति महिला विज्ञान वर्ग की सात आवेदकों ने डायट की काउंसलिंग में भाग लिया। पंाच दिन में शिक्षक भर्ती प्रक्रिया के तहत कु ल 35 आवेदक आए।

शुक्रवार को डायट प्राचार्य आरएस बघेल, उपप्राचार्य गंगा चरन राजपूत, बीएसए प्रदीप कुमार, जीजीआईसी की प्रधानाचार्य सुमन यादव और जीआईसी के वरिष्ठ प्रवक्ता ने काउसंलिंग में भाग लेने वाले सात आवेदकों के प्रमाण पत्रों की जांच की। प्राचार्य आरएस बघेल ने बताया कि पांचवें दिन 110 आवेदकों को काउसंलिंग के लिए बुलाया था। इनमें से 11 अभ्यर्थियों को चयनित किया जाना था। रिक्त सीटों की काउंसलिंग सरकार के निर्देश के बाद तीसरी काउसंलिग होने की संभावना है।

40 अभ्यर्थियों ने कराई काउंसलिंग

सकलडीहा (चंदौली): स्थानीय डायट पर शुक्रवार को 40 अभ्यर्थियों ने सहायक अध्यापक बनने के लिए काउंसलिंग कराई। महिलाओं की काउंसलिंग होनी थी। इस दौरान महिला अभ्यर्थियों की काफी भीड़ रही। इसके लिए चार काउंटर बनाए गए थे। इस दौरान महिला अनुसूचित, महिला अनुसूचित जनजाति, महिला पिछड़ी की काउंसलिंग हुई। काउंसलिंग में किसी प्रकार का व्यवधान उत्पन्न न हो इसके लिए डायट प्राचार्य चारों काउंटरों का चक्रमण करते रहे।

प्रदेश सरकार द्वारा प्राथमिक विद्यालयों पर सहायक अध्यापकों की कमी को पूरा करने के लिए 72 हजार 825 टीईटी पास अभ्यर्थियों को शिक्षक बनाने के लिए शासनादेश जारी किया था। इसके तहत जनपद में 12 सौ सीटों पर नियुक्ति की जानी है। इस दौरान डायट प्राचार्य अमर नाथ राय ने बताया कि शुक्रवार को 40 अभ्यर्थियों ने काउंसलिंग कराई। इस मौके पर राजेश सिंह, अजीत प्रताप सिंह, अश्रि्वनी कुमार सहित अन्य उपस्थित थे

इलाहबाद हाई कोर्ट में महिलाओं की काउंसलिंग बीत जाने के कारण , महिलाओं को जे आर टी + पी आर टी दोनों काउंसलिंग की अनुमति नहीं मिली ,

लेकिन लखनऊ कोर्ट के आदेश में महिलाओं को भी पी आर टी काउंसलिंग की अनुमति मिली है ,

लगता है की याचियों के वकील इस मामले में कमजोर पड़े , और उन्होंने तीसरी काउंसलिंग / विशेष काउंसलिंग आदि के बारे में शायद याची का पक्ष ठीक से नहीं रखा

क्यूंकि ऐसा नहीं है की दुसरी काउंसलिंग में सारी सीट्स भर जाएंगी और सामान्यत इसके बाद तीसरी काउंसलिंग बची हुई सीट के लिए होती या छूटे हुए लोगों के लिए कोई विशेष काउंसलिंग भी हो सकती थी

Board of Basic Education.
Learned Counsel for the petitioners states that the petitioners want to participate in the counselling at Mainpuri, Ghazipur, Allahabad, Ambedkar Nagar, Farrukhabad, Mathura, Jalaun and Chandauli. He has placed reliance on an order dated 19.09.2014 passed in Writ-A No. 48111 of 2014 (Mayank Yadav and 6 others v. State of U.P. & 7 others), wherein this Court has issued direction to the respondents to allow the petitioners therein to participate in the counselling for trainee teachers on the basis of their duly attested educational testimonials.
Learned Standing Counsel states that counselling in respect of female category is over. Therefore, no interim order can be passed at this stage in respect of petitioner nos. 1, 3, 5, 6 and 7, who are female candidates. �
Sri Deo Dayal, Sri S.K. Varma, Sri R.B. Pradhan, Sri A.K. Yadav, Sri K.K. Chand and Sri R.P. Singh, learned Counsel appearing for the respective District Basic Education Officers, have not disputed the said fact.
Accordingly, a direction is issued upon the respondent nos. 5 to 12 to allow the petitioner nos. 2, 4 and 8 to participate in the current counselling without insisting to submit their original testimonials. The petitioner nos. 2, 4 and 8 are permitted to submit their attested educational testimonials. Their selection shall abide by the result of the writ petition.

Learned Counsel for the petitioners has made a request that the matter is urgent as the counselling is scheduled to be held between 27-30th September, 2014 and in case the matter is not taken up, the petitioners shall suffer irreversible loss to their job prospect.
With the consent of learned Counsel appearing for the parties, the matter is taken on the board.
The petitioners have preferred this writ petition for a direction upon the respondents to permit them to appear in the counselling being conducted for the recruitment of Assistant Teachers (Mathematics & Science) in Senior Basic Schools and Trainee Teachers (Prashikshu Shikshak) in Primary Schools run by the U.P. Board of Basic Education.
Learned Counsel for the petitioners states that the petitioners want to participate in the counselling at the districts of respondent nos. 5 to 13. He has placed reliance on an order dated 19.09.2014 passed in Writ-A No. 48111 of 2014 (Mayank Yadav and 6 others v. State of U.P. & 7 others), wherein this Court has issued direction to the respondents to allow the petitioners therein to participate in the counselling for trainee teachers on the basis of their duly attested educational testimonials.
Learned Standing Counsel states that counselling in respect of female category is over. Therefore, no interim order can be passed at this stage in respect of petitioner nos. 6, 9, 17, 19, 20, 21 and 23, who are female candidates.
Learned Counsel appearing for the respective District Basic Education Officers i.e. respondent nos. 5 to 13, have not disputed the said fact.
Accordingly, a direction is issued upon the respondent nos. 5 to 13 to allow the petitioners (except the petitioner nos. 6, 9, 17, 19, 20, 21 and 23) to participate in the current counselling without insisting to submit their original testimonials. They are permitted to submit their attested educational testimonials. Their selection shall abide by the result of the writ petition.
Reply be filed by all the respondents within six weeks. Rejoinder affidavit, if any, may be filed within a week thereafter.
Tag and list this writ petition along with the record of Writ-A No. 48111 of 2014.
This interim order will not be applicable in respect of petitioner nos. 6, 9, 17, 19, 20, 21 and 23.

सिद्धार्थनगर : प्रशिक्षु शिक्षक भर्ती के सोमवार से शुरू हुई द्वितीय चरण की काउंसिलिंग प्रक्रिया की रफ्तार भी अभ्यर्थियों के न आने से धीमी है। स्थानीय जिला शिक्षा प्रशिक्षण संस्थान में चल रही इस प्रक्रिया में अभी तक मात्र 38 अभ्यर्थी ही अपने प्रपत्रों की जांच कराने के लिए आये।

डायट की रिक्त कुल 2 हजार सीटों के सापेक्ष चल रही काउंसिलिंग के प्रथम चरण में भी अभ्यर्थियों के आने का क्रम काफी कम रहा नतीजतन इस चरण में भी मात्र 25 सीटों पर ही अभ्यर्थियों का दाखिला हो सका था। तीन दिनों से शुरू द्वितीय चरण की प्रक्रिया में प्रथम दिन विकलांग श्रेणी के कुल 13 अभ्यर्थियों की काउंसिलिंग हुई। दूसरे दिन अनारक्षित महिला कला में 225 सीटों के सापेक्ष मात्र 25 महिला अभ्यर्थी ही पहुंच सकी। बुधवार तीसरे दिन भी अभ्यर्थियों के पहुंचने का क्रम इसी तरह रहा। महिला कला वर्ग की अनुसूचित जाति की कुल सीट 95, जनजाति की 09 व ओबीसी की 121 सीटों के लिए बुलाया तो 2128 अभ्यर्थियों को गया था, पर पहुंची मात्र 26। द्वितीय चरण की काउंसिलिंग की निर्धारित तिथि तक अभ्यर्थियों के आने की यदि यही रफ्तार रही तो बाकी बची सीटों को भरने में डायट प्रशासन को काउंसिलिंग प्रक्रिया फिर बढ़ानी होगी। अभ्यर्थियों के आने में कमी कारण डायट प्रशासन उनके द्वारा कई जनपदों से किया गया आवेदन मान रहा है। काउंसिलिंग प्रक्रिया का कार्य देख रहे डायट प्रवक्ता केके चतुर्वेदी का कहना है कि 30 सिंतबर काउंसलिंग की निर्धारित तिथि तक यदि सीटें नहीं भरी तो तृतीय चरण के काउंसिलिंग की तिथि घोषित की जायेगी। इस पर भी सीटें रिक्त रहीं तो यही प्रक्रिया सीटों के भरने तक चलती रहेगी। काउंसिलिंग में बांसी के बीईओ राम चन्द्र मौर्य, मिठवल के तिलकराम, डुमरियागंज के मनीराम, जोगिया के रमेश, अतिथि प्रवक्ता बद्रीनाथ त्रिपाठी, श्रीकांत व प्रयोगशाला सहायक हरिकिशन को लगाया था।
