शिक्षक भर्ती परीक्षा के लिए शासन ने शुरू की तैयारी, सिलेबस जारी

आनन फानन में 15 अक्तूबर को उत्तर प्रदेश शिक्षक पात्रता परीक्षा (यूपी-टीईटी) 2017 कराने के साथ ही प्रदेश सरकार ने पहली बार होने जा रही शिक्षक भर्ती परीक्षा की तैयारियां शुरू कर दी हैं। कैबिनेट निर्णय के अनुसार शिक्षक भर्ती के लिए प्रस्तावित परीक्षा का सिलेबस राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण (एससीईआरटी) ने सभी जिला शिक्षा एवं प्रशिक्षण संस्थानों को भेजकर विषय विशेषज्ञों से सुझाव मांगे हैं।

प्राथमिक विद्यालयों में सहायक अध्यापकों की भर्ती के लिए जो सिलेबस और प्रारूप भेजा गया है उस पर 16 अक्तूबर की शाम पांच बजे तक ई-मेल से सुझाव भेजने को कहा गया है। डायट इलाहाबाद के प्रभारी प्राचार्य कुबेर सिंह ने बताया कि सिलेबस मिला है। विषय विशेषज्ञों को अध्ययन के लिए दिया गया है।

150 अंकों की होगी शिक्षक भर्ती परीक्षा

शिक्षक भर्ती परीक्षा 150 अंकों की और 2.30 घंटे की होगी। परीक्षा डीएलएड पाठ्यक्रम और इंटरमीडिएट स्तर (विज्ञान व गणित को छोड़कर) के अनुसार होगी। विज्ञान व गणित डीएलएड पाठ्यक्रम के अनुसार होगा। हिंदी, अंग्रेजी, गणित व विज्ञान के लिए 15-15 अंक निर्धारित हैं जबकि शिक्षक कौशल व सामान्य ज्ञान के लिए 30-30 अंक तय किए गए हैं। तार्किक ज्ञान पर आधारित 10 अंकों के प्रश्न रहेंगे जबकि निबंध के लिए 20 अंक निर्धारित किया गया जिसे एक हजार शब्दों में लिखना है। निबंध समसामयिक मुद्दे, सामाजिक, सांस्कृतिक, पर्यावरण एवं राजनैतिक विषय, शैक्षिक परिदृश्य में बच्चे/अभिभावक/शिक्षक/विद्यालय/समुदाय से संबंधित मुद्दे पर आधारित होंगे।

दो चरणों में होगी शिक्षक भर्ती परीक्षा

150 नंबर और 2.30 घंटे की शिक्षक भर्ती परीक्षा दो चरणों में होगी। पहले चरण में 100 अंकों का हिंदी, अंग्रेजी, गणित, विज्ञान, सामान्य ज्ञान व तार्किक ज्ञान का पेपर होगा जबकि दूसरे चरण में 50 अंकों का शिक्षण कौशल व निबंध का पेपर होगा।

सुप्रीम कोर्ट से समायोजन रद्द होने के बाद सहायक अध्यापक बनने के बाद फिर शिक्षामित्र बनकर रह गए अभ्यर्थियों के लिए ये बड़ा मौका है। 15 अक्टूबर को हो रही शिक्षक पात्रता परीक्षा हो रही है। ऐसे में उनके पास एक मौका है। हालांकि, वो यूपी सरकार से राहत की उम्मीद कर रहे थे पर उनकी मांगों पर सहमति नहीं बन सकी है।
वहीं, शिक्षक पात्रता परीक्षा (टीईटी) की तैयारी पूरी कर ली गई हैं। रविवार को दो पालियों में होने वाली परीक्षा में कुल नौ लाख 76 हजार 760 अभ्यर्थी शामिल होंगे। इसके लिए कुल 1634 परीक्षा केंद्र बनाए गए हैं। सबसे ज्यादा अभ्यर्थी इलाहाबाद में परीक्षा देंगे। यहां कुल 86 केंद्रों पर 50761 अभ्यर्थी परीक्षा में शामिल होंगे। टीईटी में नकल के आरोप में लखनऊ से शुक्रवार को दो युवकों के पकड़े जाने के बाद प्रशासन और सख्त हो गया है।
पहले चरण में सुबह 10 बजे से प्राथमिक स्तर की टीईटी होगी। ढाई घंटे के इस परीक्षा में प्रदेश भर में 570 केंद्रों पर तीन लाख 49 हजार 192 अभ्यर्थी शामिल होंगे। इसी तरह दूसरी पाली में दिन में ढाई बजे से 1064 केंद्रों उच्च प्राथमिक स्तर की परीक्षा होगी। इसमें कुल छह लाख 27 हजार 568 अभ्यर्थी परीक्षा देंगे।

*नकल, अनुशासनहीनता पर परीक्षा केंद्र का रद्द होगा परिणाम*

परीक्षा नियामक प्राधिकारी कार्यालय की ओर से जारी दिशा-निर्देश में स्पष्ट किया जा चुका है कि जो भी अभ्यर्थी नकल करते पकड़ा जाएगा, भविष्य में किसी भी टीईटी परीक्षा में शामिल नहीं हो सकेगा।
नकल या अनुशासनहीनता की शिकायत पर परीक्षा केंद्र का परिणाम भी रद्द होगा। परीक्षा प्रारंभ होने के बाद आने वालों को केंद्र में प्रवेश की अनुमति नहीं होगी। अभ्यर्थियों को यूपीटीईटी वेबसाइट से डाउनलोड प्रवेश पत्र अवश्य दिखाना होगा।
जिनके पास वैध प्रवेश पत्र नहीं होंगे, वे परीक्षा में शामिल नहीं हो सकेंगे। प्रत्येक अभ्यर्थी को आवंटित सीट पर उनका रोल नंबर लिखा होगा। इससे अलग बैठने पर अभ्यर्थन रद्द कर दिया जाएगा। परीक्षा कक्ष में सिर्फ प्रवेश पत्र और काला बॉल प्वाइंट पेन लेकर जाने की अनुमति होगी। अन्य कोई अनुचित सामान पाए जाने पर उसकी परीक्षा रद्द कर दी जाएगी।

Petitioner no. 1 is an Assistant Teacher in a Basic School situated in Block Mirzapur, District Azamgarh run by the Board of Basic Education, Uttar Pradesh. Petitioner no. 2, who claims to be husband of petitioner no. 1, is also an Assistant Teacher in a Basic School run by the Board of Basic Education in district Bahraich. Both the petitioners have preferred this writ petition for a direction upon the second respondent to consider their transfer at the same place, so that they, who are wife and husband, can live together. 
It is contended by the petitioners that the Secretary, Board of Basic Education, U.P. in pursuance of the Government orders has framed a policy for inter-district transfer of the teachers. In pursuance of the said Government order, online applications were invited by the Board of Basic Education. However, the grievance of the petitioners is that one of the conditions in such online application is that the candidate must have three years' experience. However, it is mentioned under Rule 8(2)(d) of the Uttar Pradesh Basic Education (Teachers) (Posting) Rules, 2008 (for short, the "Rules, 2008") that in the special circumstances the applications for inter-district transfers in respect of female teachers would be entertained to the place of residence of their husband or in law's district. Rule 8(2)(d) of the Rules, 2008 reads as under: 
"(d) In normal circumstances the applications for inter-district transfers in respect of male and female teachers will not be entertained within five years of their posting. But under special circumstances, applications for inter-district transfers in respect of female teachers would be entertained to the place of residence of their husband on in law's district." 
It is further contended on behalf of the petitioners that their transfer can be made in terms of Rule 8(2)(d) of the Rules, 2008, as there is no such condition for the couple posting. 
This Court in the cases of similarly placed persons in several writ petitions has granted liberty to the petitioners therein to make representation before the Secretary, Board of Basic Education, U.P. for consideration of their cause in the light of Rule 8(2)(d) of the Rules, 2008. 
I have heard learned counsel for the petitioners, learned Standing Counsel for the first respondent and Sri B.P. Singh, learned counsel for the second to fourth respondents. 
In view of the above, the writ petition is disposed of with a direction upon the second respondent to consider the grievance of the petitioners and pass the appropriate order in accordance with law within two months from the date of communication of this order. 
No order as to costs.

दिवाली पर शिक्षा विभाग में अच्छी खबरों की बारिश हुई। शिक्षामित्रों का मानदेय बढ़ गया है और हेडमास्टरों की प्रमोशन लिस्ट भी जारी कर दी गई। शुक्रवार को अप्रशिक्षित शिक्षकों के लिए ब्रिज कोर्स का रजिस्ट्रेशन भी खुल गया।

राजकीय शिक्षक संघ के अध्यक्ष राम सिंह चौहान, मंडलीय मंत्री शिव सिंह नेगी और पूर्व मंडलीय मंत्री रमेश पैन्यूली ने सरकार के फैसलों का स्वागत किया। शिक्षा मंत्री अरविंद पांडे ने कहा कि सरकार शिक्षकों की समस्याओं का समाधान और मांगों को पूरा करने का प्रयास कर रही है। शिक्षक भी शैक्षिक गुणवत्ता पर विशेष फोकस रखते हुए कार्य करें। शिक्षामित्रों का मानदेय अब 15 हजार रुपये: राज्य सेक्टर के स्कूलों में तैनात करीब 800 शिक्षा मित्रों को सर्व शिक्षा अभियान (एसएसए) के शिक्षा मित्रों के समान 15 हजार रुपये मानदेय मिलेगा।

अब तक उन्हें 13 हजार रुपये ही मिल रहे थे। प्रभारी शिक्षा सचिव चंद्रशेखर भट्ट ने इसके आदेश कर दिए।

उत्तराखंड में 3500 पदों पर नौकरियों के लिए भर्ती जल्द

312 वरिष्ठ शिक्षक बने हेडमास्टर

शिक्षा विभाग ने लंबे समय से प्रमोशन का इंतजार कर रहे एलटी और प्रवक्ताओं के प्रमोशन की सूची जारी कर दी। शिक्षा निदेशक आरके कुंवर ने बताया कि एलटी-प्रवक्ता के लिए निर्धारित कोटे के अनुसार कार्रवाई की गई है। इसके तहत 312 वरिष्ठ शिक्षकों को हेडमास्टर बनाया गया है। 1700 एलटी शिक्षकों को प्रवक्ता पद पर तदर्थ प्रमोशन की कार्रवाई भी जारी है।

शिक्षकों की मांगों और समस्याओं के समाधान के लिए सरकार गंभीरता से प्रयास कर रही है। धीरे-धीरे सभी मुद्दों को सुलझाया जा रहा है। विशिष्ट बीटीसी की मान्यता प्रकरण में भी केंद्र से लगातार बातचीत की जा रही है।

अप्रशिक्षित शिक्षकों के लिए ब्रिज कोर्स रजिस्ट्रेशन खुला

पहली से पांचवी कक्षा को पढ़ा रहे अप्रशिक्षित श्रेणी के बीएड डिग्री वाले शिक्षक अब ब्रिज कोर्स के लिए आवेदन कर सकते हैं। राष्ट्रीय मुक्त विद्यालयी शिक्षा संस्थान (एनआईओएस) ने शुक्रवार से ब्रिज कोर्स के लिए रजिस्ट्रेशन शुरू कर दिया। एनआईओएस के क्षेत्रीय निदेशक प्रदीप रावत ने बताया कि इसकी फीस पांच हजार रुपये होगी। रजिस्ट्रेशन करने की अंतिम तिथि अभी तय नहीं की गई है।

प्रमोशन से जूनियर में आए शिक्षक ब्रिज कोर्स से मुक्त

देहरादून। डीएलएड और ब्रिज कोर्स की बाध्यता केवल पहली से पांचवी कक्षा के शिक्षकों के लिए होगी। प्राथमिक से प्रमोशन पाकर जूनियर में आ चुके शिक्षक इससे मुक्त होंगे। अपर निदेशक-बेसिक/नोडल अफसर वीएस रावत ने इसकी पुष्टि की। उन्होंने कहा कि बेसिक से जूनियर में प्रमोशन एक तय प्रक्रिया के अनुसार होता है। सरकारी स्कूलों में डीएलएड और ब्रिज कोर्स की बाध्यता केवल पहली से पांचवीं कक्षा तक के लिए ही है।

The petitioner claims herself as Mukhya Sevika and working under Child Welfare Scheme in city Ballia. By order dated 8.5.2017 the petitioner has been transferred to tehsil Belhari. The said order of transfer has been acted upon and the petitioner has been relieved from her post and also joined the transferred post. 
The claim of the petitioner is that after her joining, she has made a representation to the District Magistrate that the husband of petitioner is also in government service, who was earlier transferred from Varanasi to Ballia on the ground that as far as possible husband and wife should be placed at one place, which representation is still pending. 
The writ petition is disposed of with the direction to the respondent no. 2 to consider the claim of the petitioner and pass appropriate order in accordance with law as well as ensure that husband and wife may be placed at one place. The said order be passed, as far as possible, within a period of two months from the date a certified copy of this order is presented before the respondent no. 2.

We have heard Sri Manish Tandon, learned counsel for the petitioner and learned Standing Counsel for the State-respondents. 
On 31.08.2017, following order was passed. 
"We have heard Shri Manish Tandon, learned counsel for the petitioner and learned Standing Counsel for the State-respondents. 
By means of this writ petition, prayer has been made to issue a writ of certiorari quashing the order dated 14.8.2017 passed by the Special Secretary, Department of Social Welfare, Lucknow by which the petitioner has been transferred from Rampur to District Banda on the vacant post of District Social Welfare Officer. 
It is contended that in between May, 2017 to August, 2017 petitioner has been transferred thrice. In his submission, initially the petitioner was transferred on 31.5.2017 from Bulandshahar to Kashganj and because of personal problems, the petitioner made request to the respondent to transfer him at Rampur. Considering the petitioner's request vide order dated 29.6.2017, the petitioner's transfer order dated 31.5.2017 was modified and the petitioner was transferred to Rampur. Pursuant thereto, the petitioner joined at Rampur on 1.7.2017 and immediately within a month on 14.8.2017, the petitioner has again been transferred to Banda. The submission is that the impugned transferred order will not only fall in the ambit of frequent transfer, but it is also contrary to the law laid down by the Division Bench of this Court in Heera Lal Tewari versus State of U. P. and another 2007 (69) ALR 542 wherein it has been held that if an employee has been transferred at a particular place on his own request unless there are special circumstances, he should not be transferred at the remote place without expiry of the reasonable time. 
On being confronted as to what was the ground for which the petitioner has sought his transfer at Rampur, learned counsel for the petitioner submitted that at present he is unaware about the reasons for not joining at Kashganj and seeking transfer at Rampur. 
Learned counsel for the petitioner is directed to bring on record the request letter on which petitioner's transfer order dated 31.5.2017 was modified transferring him from Kashganj to Rampur. 
Learned Standing Counsel is also directed to seek instructions in this matter. 
Put up this case as fresh on 7.9.2017." 
Pursuant thereto learned Standing counsel has sought instruction and submits that petitioner has been transferred at Rampur after considering the request of his wife that her health is not well, therefore, her husband may be transferred to near by her native district Sambhal. In his submissions, the controversy involved of this case is fully covered by the law laid down by this Court in the case of (Heera Lal Tewari (Supra)). 
Considering the same we dispose of this writ petition with liberty to the petitioner to make a representation before the Special Secretary (Social Welfare) State of U.P. Government, for redressal of his grievance alongwith certified copy of the order of this court. 
In case, such representation is filed alongwith certified copy of the order of this court, within 10 days after joining at Banda the same shall be considered and decided strictly in terms of the judgment of this Court in case of (Heera Lal Tewari (Supra)), in accordance with law, expeditiously, but not later than 4 weeks from the date of receipt of the representation. 
With the aforesaid observation/directions, this writ petition is disposed of.

Petitioner no. 1 is an Assistant Teacher in a Basic School situated in Block Mirzapur, District Azamgarh run by the Board of Basic Education, Uttar Pradesh. Petitioner no. 2, who claims to be husband of petitioner no. 1, is also an Assistant Teacher in a Basic School run by the Board of Basic Education in district Bahraich. Both the petitioners have preferred this writ petition for a direction upon the second respondent to consider their transfer at the same place, so that they, who are wife and husband, can live together. 
It is contended by the petitioners that the Secretary, Board of Basic Education, U.P. in pursuance of the Government orders has framed a policy for inter-district transfer of the teachers. In pursuance of the said Government order, online applications were invited by the Board of Basic Education. However, the grievance of the petitioners is that one of the conditions in such online application is that the candidate must have three years' experience. However, it is mentioned under Rule 8(2)(d) of the Uttar Pradesh Basic Education (Teachers) (Posting) Rules, 2008 (for short, the "Rules, 2008") that in the special circumstances the applications for inter-district transfers in respect of female teachers would be entertained to the place of residence of their husband or in law's district. Rule 8(2)(d) of the Rules, 2008 reads as under: 
"(d) In normal circumstances the applications for inter-district transfers in respect of male and female teachers will not be entertained within five years of their posting. But under special circumstances, applications for inter-district transfers in respect of female teachers would be entertained to the place of residence of their husband on in law's district." 
It is further contended on behalf of the petitioners that their transfer can be made in terms of Rule 8(2)(d) of the Rules, 2008, as there is no such condition for the couple posting. 
This Court in the cases of similarly placed persons in several writ petitions has granted liberty to the petitioners therein to make representation before the Secretary, Board of Basic Education, U.P. for consideration of their cause in the light of Rule 8(2)(d) of the Rules, 2008. 
I have heard learned counsel for the petitioners, learned Standing Counsel for the first respondent and Sri B.P. Singh, learned counsel for the second to fourth respondents. 
In view of the above, the writ petition is disposed of with a direction upon the second respondent to consider the grievance of the petitioners and pass the appropriate order in accordance with law within two months from the date of communication of this order. 
No order as to costs.

15 अक्तूबर को प्रस्तावित उत्तर प्रदेश शिक्षक पात्रता परीक्षा (यूपी-टीईटी) 2017 के प्रवेश पत्र की समस्या बनी हुई है। परीक्षा के लिए सिर्फ पांच दिन बचे हैं और प्रवेश पत्र डाउनलोड नहीं होने से लाखों अभ्यर्थी परेशान है। सोमवार को सर्वर की संख्या बढ़ाकर तीन कर दी गई।

प्राथमिक स्तर की परीक्षा के लिए आवेदन करने वाले अभ्यर्थियों के एडमिट कार्ड के लिए एक सर्वर अलग कर दिया गया है। जबकि उच्च प्राथमिक के लिए दो सर्वर लिंक उपलब्ध कराए गए हैं। इसके बावजूद सर्वर पर बहुत अधिक लोड होने के कारण प्रवेश पत्र डाउनलोड नहीं हो रहे।

कई अभ्यर्थी ऐसे हैं जिनके प्रवेश पत्र पर नाम, फोटो कुछ भी नहीं है। अभ्यर्थी इस बात को लेकर परेशान हैं कि आखिरकार खाली प्रवेश पत्र लेकर कैसे परीक्षा देने जाएंगे। पिछले कई दिनों से चली आ रही समस्या को देखते हुए सचिव परीक्षा नियामक प्राधिकारी डॉ. सुत्ता सिंह ने सोमवार को एनआईसी और यूपीडेस्को के अफसरों से बात की।

सचिव ने बताया कि प्राथमिक स्तर की परीक्षा का सर्वर अलग कर दिया गया है। समस्या का समाधान किया जा रहा है। किसी को घबराने की आवश्यकता नहीं है। प्राथमिक व उच्च प्राथमिक स्तर की टीईटी में क्रमश: 349192 व 627568 कुल 976760 अभ्यर्थी सम्मिलित होंगे।
