Earlier judgement in this regard was - "such candidates, who had submitted their applications in response to the advertisement dated 30th November, 2011 for various districts, shall be entitled to submit their applications in the same districts for which they had applied earlier along with requisite fee as now prescribed on or before 24th January, 2013. Their applications shall be processed and they shall be included in the matter of consideration for the post of Trainee Teachers"

But due to website is closed to apply, candidates moved to court and in this regard and HC gave following judgement on 28th Jan 2013.

Despite time being granted repeatedly to the learned Standing Counsel,� no response has been received.
Under judgement and order dated 16th January, 2013 passed in (Ashish Mishra vs. State of U.P. & others), petitioner-applicants were permitted to submit their applications by 24th January, 2013, such� applications could not be� lodged because of the Website through which online applications could be made in terms of the advertisement, was closed.
In such circumstances, this Court has no other option but to direct that the applications of the petitioners-applicants may be filed on or before 31st January, 2013. For the purpose respondent no.1 shall ensure that today itself directions are issued for the Website being reopened for acceptance of the fresh applications. This order will govern all the petitioners whose writ petitions were disposed of in terms of the order dated 16th January, 2013 passed in Civil Misc. Writ Petition No.65811 of 2012 (Ashish Mishra vs. State of U.P. & others).
This application is disposed of.
